(EPA) seeks sources to provide standardized fuel conditioning and
measurement systems for EPA's National Vehicle and Fuel Emissions
Laboratory(NVFEL ). These fuel systems will supply test fuel to engines
undergoing exhaust emission testing in an engine dynamometer test
facility. The systems will provide temperature conditioned fuel to an
engine as well as accurately measure the quantity of fuel consumed by
the engine. The engines being tested will be both spark ignited and
compression ignited. The types of tests performed at NVFEL and the
broad range of engines tested comprise a wide range of operating
parameters necessary for the adequate delivery of fuel and the accurate
measurement of fuel quantity consumed. The purpose of this effort is to
meet the majority of these fuel conditioning and measurement needs
within one fuel system design. The fuel system must be capable of
handling diesel, gasoline (including oxygenated fuel blends), M-85 and
methanol. The fueldelivery operating range will be from 2 grams per
minute to 1500 grams per minute. Fuel consumption must be reported in
mass units. The fuel flow measurement element may be volumetric or mass
