70 -- IMAGING AND WORKFLOW SOFTWARE AND SOFTWARE MAINTENANCE SERVICES SOL Not Applicable -- See Text POC Paul T. Ahern, Contract Administrator, (V) (312) 751-7130, (Fax) (312) 751-4923 The U.S. Railroad Retirement Board (RRB) under the statutory authority of 41 U.S.C. 253(c)(1)(FAR 6.302-1)(only one responsible source and no other supplies or services will satisfy the agency requirements) intends to place a GSA delivery order under FSC group 67, GSA contract # GS25F4043B to Eastman Software, Inc. for licences, documentation, media and annual maintenance and technical support services for the following software: Eastman Workflow System for NT (50-user), Eastman Image System for NT (50-user),and Image 4 Standalone & 1 Jukebox Worm 5.25" Driver (NT). The above three software products must provide the RRB an Imaging and Workflow system with the following functional capabilities: (1) Must be a Windows NT-based Network Imaging and Workflow system; (2) Must be commercial-off-the shelf (COTS) software; (3) Must be imaging/workflow compatible with the Social Security Administration's (SSA's) Imaging and Workflow system which would -- (a) send output automatically to SSA to establish a transaction in their Eastman software-based Workflow system; (b) receive input from SSA's Eastman software-based Workflow system to establish a workflow transaction item at RRB; (4) Should be table-driven with capability to easily add, delete and modify lists, workflows, categories and priorities; (5) Able to make mass changes to reprioritize, reassign, re-categorize and reorganize; (6) Able to identify categories and priorities and route to a specific worklist; (7) Routing can be automated or manual (capable to redistribute work in queues); (8) Able to identify multiple work items; (9) Able to handle dual entitlements (e.g. 2 folders or SSNs); (10) Able to identify pending transactions in other systems i.e. mainframe, PC; (11) Able to identify who else is viewing a particular folder; (12) Able to set ticklers -- call-up dates; (13) Able to print an image and/or fax all or some of the data; (14) Provides alerts based on age of action; (15) Takes point in time snapshots; (16) Provides transaction history; (17) Able to append remarks to a transaction and/or to the electronic file; (18) Provides an audit trail of the source of the imaging; (19) Provides the following input capabilities: (a) able to manually create a transaction security-based; (b) able to reactivate a closed action; (c) able to accept an IVR inquiry as an input transaction (d) able to receive mainframe computer documents directly without scanning; (20) Archiving capabilities: (a) able to archive transactions and receive archived items; (b) flexibility to determine long and short-term storage of transactions; (c) compatibility with PaperWise system to permit archival conversion; (21) Security capabilities -- Able to provide security hierarchy: (a) viewing certain information (e.g. medical); (b) corrections (wrong index); (c) prevent raiding another user's queue; (22) Reporting capabilities: (a) provides ad hoc reports on pending items by category, age, status, etc.; (b) provides historical reporting for time lapse, volumes by type and performance; (23) Provides backup and recovery capabilities. This synopsis is an intention to award and no solicitation is available. However firms that respond to this notice must furnish concise responses directed specifically to the functionalities of the software and accompanying maintenance services as listed above. Sources demonstrating the capability of furnishing the above software and services shall supply pertinent information in sufficient detail to demonstrate their ability to furnish the software and services. Information furnished shall include enough material to perform a proper evaluation. All offers must provide a minimum of three references for similar contracts (commercial or government to include contact name and phone number) that demonstrate their ability to provide and maintain all the products with their salient functionalities specified. Telephone requests will not be honored. Facsimile responses will be accepted. Affirmative responses are defined as written response entitled "Capability Statement" which shall demonstrate that the respondent can provide the offered software and maintenance services and that the software offered provides the required functionalities listed above. This statement shall include the terms and conditions, delivery information, description information, descriptive literature/technical information describing the functionalities of the software offered, as well as the maintenance services information. Concerns offering to furnish equivalent/equal products and services to the items listed above will be considered only if responding with clear and convincing documentation demonstrating their ability to meet the requirements of this synopsis. Written responses shall include complete pricing information, software descriptions containing sufficient technical and functional information to permit agency analysis to establish a bonafide capability to meet the stated functional requirements as listed above. Responses will be evaluated according to which firm can meet the functionalrequirements at the best value to the government, considering the lowest overall cost alternative not necessarily at the lowest price. Only affirmative responses will receive full consideration. If no affirmative responses are received within 15 calendar days from the date of listing this synopsis in the CBD, which demonstrates a lower cost/best value alternative available to the government, the contracting officer will proceed with this acquisition to Eastman Software.
