a combined synopsis/solicitation for commerical Items prepared IAW with
the format in FAR Subpart 12.6. This Announcement constitutes the only
solicitation; proposals are being requested and a written solicitation
will not be issued. This acquisition is unrestricted. SIC Code 3523,
Size 500. The Government intends to negotiate and award on Sole Source
basis to Aquaheat Technology, Inc. 8030 Main Street, N.E. Minneapolis,
MN 55432-1844. The sole source is in accordance with FAR 6.302-1. Only
one responsible source and no other suppliers or services will satisfy
agency requirement. The following FAR clauses are applicable to this
acquisition: FAR 52.212-2 Evaluation Commerical Items of FAR part
13.106-2 will be used as evaluation factors, FAR 52.212-3 Offerors
Representations & Certs -- Commerical Items, FAR 52.212-4 Contract
Terms & Conditions -- Commerical Items and FAR 52.212-5 Contract Terms
and Conditions Required to Implement Statutes or Executive Orders --
Commerical Items. 1 ea Cart, weed killing Hot water. Unit will consist
of one Aquaheat AH-50 heating systems Attached to a Toro Workman cart.
SALIENT FEATURES FOR ITEM 1: One Toro Workman powered cart (liquid
cooled gas engine). Remote Hydraulics. Full Flat Bed Cart. Fold Down
Side Kit. Heavy Duty Draw Bart. Seat Belt Kit. Reverse Alarm.
Signal/Warning Lights. Canopy and Winshield. 1 AQUAHEAT AH-50 heating
system set up for boom spraying and hand spraying. Dual axle tow-able
water tank with brakes Boom arm for head attachment. 150 feet of high
temperature/pressure hose (3/4" bore). Spray gun and lance. Hand held
spray head attachments (roller, disc and cone). Fix boom spray
attachments. Hose reel. Manufacturer's standard commerical item. One
year's supply of consumables (oil & filters) required to operate and
maintain the equipment. ITEM 2: Four copies of manufacturer's standard
operations manuals to be delivered with the equipment. ITEM 3: 1 each
trailer for transporting/towing the complete hot water weed killing
system(Toro Workman powered cart & AQUAHEAT AH-50 with tow-able water
tank). Hot water weed killing system weight not to exceed safe working
capacity of trailer. Signal/Warning Lights. Trailer tie down chairs,
shackels, and locking devices to secure the hot water weed killing
system. ITEM 4: Training -- Estimated at three days plus 2 days travel
time. Detailed cost breakdown for these items is required. Travel cost
shall be in accordance with current JTR. Vendor personnel shall provide
training and training material to Naval Submarine Base Bangor --
Silverdale, Wa personnel and insure that they can safely opeate the
system. DELIVERY SCHEDULE TO BE 60 DAYS AFTER AWARD. FOB destination
Point: Naval Submarine Base Bangor -- Silverdale, WA. All items Except
Item 4 shall be shipped complete as one assembly. GENERAL REQUIREMENTS
FOR ITEMS 1, 2 and 4. The Contractor shall be responsible for shipping
equipment directly to the activity. To assure the receiving activities
are adequately prepared for offloading and storage/installation of
equipment, the Contractor shall notify the activity by letter of the
estimated delivery date at least two weeks before the equipment is
shipped. Specifics and other details to be provided/discussed at time
