Standards & Technology (NIST) intends to acquire the services of a
contractor that shall provide all labor, equipment, materials and
supervision necessary to safely, competently and efficiently handle,
package, mark, placard, remove from the NIST Gaithersburg, Maryland
site, transport to specifically identified EPA approved or permitted
Treatment Storage and Disposal (TSD) facilities, and ensure regulatory
disposal of NIST's hazardous, acutely-hazardous, regulated and
"nonregulated" materials, substance, and waste materials. Where
economically or technically feasible or when required under federal,
state and local statutes and/or regulations, NIST generated waste
chemicals will be recycled. Otherwise, NIST's hazardous,
acutely-hazardous, regulated and "nonregulated" materials, substances
and waste chemicals will be disposed in NIST priority order, by (1)
incineration; (2) thermal destruction; (3) chemical reaction (i.e., to
render it a nonhazardous/unregulated waste or to transform into a
waste that is treatable via other means (e.g., incineration, thermal
destruction etc.) and as a last resort, (4) burial in an EPA part B
permitted secure chemical landfill. A full Statement of Work will be
included with the solicitation. The period of performance will be a
12-month base period, beginning on date of award, with four 12-month
options. This requirement is unrestricted. The SIC Code is 4953 with a
size standard of $6 Million. The Government anticipates the award of
an Indefinite Delivery/Indefinite Quantity type contract. All
responsible sources may submit a proposal that will be considered by
the agency. All requests for the solicitation must be in writing.
