Veterans Affairs Medical Center intends to enter into an Enhanced
Health Care Resource Sharing Agreement with a public or private Health
Care Organization to develop a Residential Care and Transitional
Housing Unit on VA grounds for eligible veterans. The resource being
offered is building 207, which can house up to 90 residents in rooms of
one or two beds with adequate space for offices and community rooms.
The building has approximately 47,000 usable square feet and meets all
Federal and State regulations pertaining to a Board and Care Facility.
The provider will be totally responsible for all interior renovations
and remodeling of space requirements, equipment and furnishings of the
building prior to accepting veteran resident. The provider will
set-aside 20 to 30 beds as a Transitional Housing Unit to serve as a
transitional living residence for veterans, up to 30 days maximum, who
are no longer in need of acute inpatient mental health treatment but
need additional support in order to transition to other long term
living and treatment arrangements. The remaining beds will function as
a licensed Residential Care Facility with fees paid by veteran
residents. The provider must obtain and maintain valid State of
California Department of Social Services Residential Care License
appropriate to the size, scope, and mission of the facility envisioned
in the proposed Sharing Agreement. The Sharing Agreement will specify
a negotiated monthly facility fee to include all utilities paid to the
VAMC. The Sharing Agreement will also specify a negotiated per diem
paid to the provider by the VAMC for each veteran referred to the
Transitional Housing Unit. Any renovations of the space will be the
responsibility of the provider with approval from the VAMC. All
exterior maintenance and repair of the building is the responsibility
of the VAMC. Other support services such as laundry, trash removal,
housekeeping and food service are not part of this solicitation;
however, these services could be made available under separate and/or
individual contracts. The intent is to immediately pursue the
development of this initiative through a subsequent Request for
Proposal (RFP) to be issued on or about July 6, 1998. Technical
Proposals will be due on or about August 6, 1998 and must demonstrate
vast experience in Residential Care and absolute proof of financial
reserves necessary to support this venture. A site visit of the grounds
and building will be scheduled on July 13, 1998 and we strongly
encourage participation prior to submitting a proposal. If your
