R -- ACQUIRE ADDITIONAL YEARS IN COMPREHENSIVE TIME-SERIES DATA SET ON CALIFORNIA HOSPITALS FOR UPDATING POC Point of Contact: Cheryl Howe, Contract Specialist, 202- 690-5552 The Department of Health and Human Services (DHHS) intends to negotiate with the RAND Corporation, 1700 Main Street, Santa Monica, CA 90401, on a sole source basis under the authority of FAR 6.302-1 to acquire additional years in a comprehensive time- series data set on California hospitals during the 1980's and 1990's in order to bring that data set up to present. The project will provide two critical needs for DHHS: 1) estimates of the probable long term effects of competition on hospital costs for use in constructing health reforms and other estimates for policy makers in the Administration and Congress and 2) data for evaluating the impact of managed care on patients and hospitals. Although this would be a new contract, this project is ongoing, resulting from a competitive grant awarded to RAND in 1987 and additional grants awarded to them through 1990. In 1991, DHHS gave a purchase order to RAND to store the data for future use, and in 1994, a contract was awarded to them and extended in 1997 to the present time. Only RAND has collected and analyzed the data over the years with the support of DHHS and with funds provided by private foundations. The purpose of this synopsis is to determine whether there may be other sources with the requisite background and qualifications to perform the work described above. Any organization capable of performing similar services should submit a statement of capabilities with documentation supporting its ability to meet the Government's requirements as described above.
