COMMERCE BUSINESS DAILY ISSUE OF JUNE 30,1998 PSA#2127SALTON SEA RESTORATION PROJECT -- RFP FOR DEVELOPMENT OF EIS/EIR The
Salton Sea Feasibility Study is being undertaken as a potential Federal
action, and as such, must comply with the requirements of the National
Environmental Policy Act (NEPA). The Bureau of Reclamation
(Reclamation), as the lead Federal Agency must and shall retain full
responsibility for the adequacy of the Environmental Impact Statement
(EIS). The project must also comply with the California Environmental
Quality Act (CEQA) requirements. Reclamation and Salton Sea Authority
(Authority) are seeking assistance in the preparation of a joint
environmental impact statement (EIS) and environmental impact report
(EIR) that fulfills the requirements of both NEPA and CEQA. Reclamation
and the Authority are seeking a contractor to complete the document
from public scoping to the final EIS/EIR. The final EIR/EIS shall be
completed by December 30, 1999. Anticipated and potential contractor
responsibilities are described in the Request for Proposals (RFP). The
project is located in the southeastern desert of California and spans
Riverside and Imperial Counties. A pre-bid meeting will be held in
Ontario, California at the Ontario Red Lion Hotel, Strawberry Peak
Room, from 10:00 a.m. to noon on July 8, 1998. Technical proposals
shall be limited to 30 pages and must be separate from the cost
proposal. Responses are due on or before Thursday July 17, 1998 at 5:00
