repair and alteration of buildings and grounds structures, HVAC
systems, and utility systems, and grounds maintenance, custodial and
pest control services. Multiple disciplines are required. The
contractor shall provide all labor, supervision, equipment and
tools/materials/supplies to accomplish all work ordered under this
contract. This solicitation is a small business set-aside. The Standard
Industrial Classification is 8744. The related small business standard
is $20 million. The anticipated initial performance year is 01 MAR
1999 to and including 28 FEB 2000. this is a combination firm fixed
price and indefinite quantity contract for base year only. This
procurement is being solicited as a competitive negotiation under
Source Selection Procedures. The evaluation factors are Quality and
Price. Oral presentations are contemplated and will be scheduled after
proposal due date. Site visit and pre-proposal conference dates will
be identified in the solicitation. Request for Proposals (RFP) will be
available on Compact Disc (CD). There will be a non-refundable charge
of $23.00 for each solicitation requested. Copies of the solicitation
may be obtained by submitting a request via EFA NW, ATTN: Plan Issue,
19917 7th Avenue NE Poulsbo, WA 98370-7540. Telephone requests will
not be honored. All requests for copies of the solicitation MUST
include: (1) Solicitation #N44255-98-R-8655 and title; (2) Name Address
and Telephone number of company; (3) Identify whether firm is a Prime
or Sub Business; if the firm is a Large or Small Business; and if firm
is a Small Disadvantage business and or a Women-Owned Business; (5)
Number of copies requested; (6) PAYMENT: Effective 01 JUN 1998, DAPS
will no longer accept credit cards as payment from vendors. Company
checks, personal check and cash will be accepted. The solicitation will
not be issued until payment has been received. All requests for plans
and specifications will be mailed. No Pickups are authorized. After the
issue date, requests will be filled only on Friday of each week.
Requests must be received by COB Tuesday of each week to meet the
Friday fill date. to obtain a plan holders list ONLY, fax your request
to (425) 304-3663. Plan holder list s will be mailed, not faxed. See
the solicitation for proper address for delivery of proposals. For

Concern, shall submit a subcontracting plan in accordance with FAR
52.219-9 SMALL, SMALL DISADVANTAGED AND WOMEN-OWNED SMALL BUSINESS
SUBCONTRACTING PLAN (AUG 1996), Alternate I (AUG 1996). All qualified
responsible sources may submit a proposal which shall be considered by
the agency. Amendments will be issued either via CD, 3.5" floppy or
hard copy. Each contractor ordering the initial solicitation will
receive a copy of each amendment issued at no additional expense.
