X -- LEASE PARKING SPACES SOL FMHQ98R5001 POC Jim Harden 202-874-0238 The Financial Management Service (FMS), U.S. Department of the Treasury, intends to award a firm fixed priced sole source contract using commercial item procedures to P.G. Metro Center, Inc. for 650 parking spaces at the Prince George's Metro Center (PGMC) II Building, 3700 East-West Highway, Hyattsville, MD. P.G. Metro Center, Inc. (Contractor) is to provide all labor, materials, equipment, and supervision on a twenty-four hour daily basis for lease and maintenance of 650 contiguous parking spaces with in/out privileges. The FMS may increase or decrease the number of parking spaces during the term of the contract. Contractor shall make up to 100 additional parking spaces available within a quarter mile proximity of the PGMC II building on a daily as-needed basis to allow for temporary additional parking requirements. Contractor shall provide periodic surveillance of the parking lot area and arrange for and remove all unauthorized vehicles from the parking area within one hour notification by the Contracting Officer's Technical Representative (COTR). The Contractor shall police the parking area (pick up and remove all paper, trash, and discarded materials) to maintain a safe, clean parking area. Contractor shall maintain the parking lot surface in a safe condition and replace deteriorated or damaged pavement. Contractor shall remove snow and ice from the parking area and shall provide alternate parking spaces for any spaces determined by the COTR to be inaccessible because of snow or ice. Contractor shall maintain visible parking lot striping and space numbering. Contractor shall maintain outdoor lighting for the parking area between the hours of dusk and dawn daily. Outdoor parking areas shall have a minimum 1-foot candle illumination. Parking spaces considered unacceptable by the COTR shall be replaced with a suitable parking space by the Contractor on a one-for-one basis. Performance of this contract begins October 1, 1998 and ends September 30, 1999 with 4 one year option renewal periods. The followingfactors will be used to evaluate offers: 1. Proposal meets specifications. 2. Price. 3. Past performance. The evaluation factors are listed in descending order of importance. Technical and price, when combined, are significantly more important than past performance. The solicitation number for this requirement is FMHQ99R5001 and will be available 7/6/98. Contractors capable of providing the above number of parking spaces at the specified location may submit a proposal.
