401-736-1761 ISSUE DATE 07/17/98. Contractor shall provide all labor,
materials, equipment, transportation, supervision and disposal
necessary to replace ATON (Aids-to-Navigation) structures at Lynn
Harbor, MA (Essex County). Work includes removal and disposal of four
existing aids-to-navigation structures, providing, constructing, and
installing four new 3-pile steel structures in nearby locations, and
incidental related work. The existing structures have a steel sheet
pile caisson base topped by a steel skeleton tower. The towers are only
accessible by boat. The four ATONs are White Rocks 7, Black Rocks 9,
Sandy Point 11, and Black Marsh 15. The estimated cost of this project
is between $100,000.00 and $250,000.00. SIC code is 1629. Period of
performance is one hundred (100) calendar days from Notice to Proceed.

of Transportation (DOT) Office of Small and Disadvantaged Business
Utilization (OSDBU) has programs to assist minority, women-owned and
disadvantaged business enterprises to acquire short-term working
capital and bonding assistance for transportation-related contracts.
This is applicable to any eligible prime or subcontract at any tier.
The DOT Bonding Assistance Program enables firms to apply for bid,
payment and performance bonds up to $1.0 million per contract. The DOT
provides an 80% guaranty on the bond amount to a surety against
losses. Loans are available under the DOT Short-term Lending Program
(STLP) at prime interest rates to provide accounts receivable
financing. The max. line of credit is $500,000. For further information
