66 -- INSTRUMENTS & LABORATORY EQUIPMENT SOL 5114-8-6000 DUE 071098 POC Jerry King 309-681-6697 The U.S. Department of Agriculture, Agriculture Research Service, Peoria, IL intends to award on a sole-source basis with Campbell Scientific, Inc, Logan, UT a purchase of 5 items which include: 8 EA -- Water Content Reflectometer, PN #CS615-L25; 2 EA -- 3D Sonic Anemometer, PN #CSAT 3; 2 EA -- Krypton Hygrometer, PN #KH20; 2 EA -- Data Logger, PN #CR23X-1; and 2 EA -- Net Radiometer with 20 ft lead, PN #Q7.1-L. This purchase is for the Department of Soil, Water, & Climate, St. Paul, MN. This award will be under the authority of FAR 6.302-1. For scientific reasons the data that is collected with this system must be collected with the same system the Department of Soil, Water, & Climate is currently using at it's Rosemount, MN location. This will all sites to produce regional estimates of surface/atmosphere exchange without the confounding effects of having different sensors at each site. Campbell Scientific is the manufacture of the equipment currently being used at the Rosemountlocaiton. A justification for "Other than Full and Open Competition" has been prepared in support of this acquisition. This notice is not a request for competitive quotes. All responses received within 7 days of publication of this synopsis from responsible sources will be fully considered. A determination by the Contracting Officer not to complete this proposed action based on responses to this notice is solely within the discretion of the agency.
