being conducted in accordance with Federal Acquisition Regulation (FAR)
13.5 entitled, "Test Program for Certain Commercial Items". This
subpart of the FAR authorizes the use of simplified procedures for the
acquisition of supplies and services in amounts greater than
simplified procedures for the acquisition threshold. The Government
intends to negotiate with Photonic Instruments Inc., 1932 N. Carlyle
Pl., Arlington Heights, IL 60004 for a Photonic Instruments Micropoint
Laser System. The equipment needed by NIST is available from only one
responsible source and no other supplier will satisfy the needs of the
Agency, because the fluorescence microscopy system identified in this
requirement will be coupled to a diffraction limited fiber
optically-delivered laser irradiation system which mounts directly to
the epi-fluorescence lamphouse port of the Carl Zeiss Axioplann II
microscope and is capable of simultaneous delivery of laser during any
transmitted light technique or in real-time fluorescence. The system
will be coupled with microfluid networks for laser excitation and
irradiation of analytes (including liposomes of <200 nm in diameter)
in microchannels. The CLINS are as follows: CLIN 0001, Model No. 2203,
MicroPoint Laser System, Qty. 1 each; CLIN 0002, Carl Zeiss Axioplan
II Motorized Research Microscope, Qty. 1 each; Black and White Digital
Camera, Qty. 1 each. The items shall be under warranty for a period of
one year. These items shall be delivered to the National Institute of
Standards and Technology (NIST), Gaithersburg, Maryland FOB
Destination. The Government will request a written Proposal from
Photonic Instruments Inc. The anticipated award date is July 24, 1998.
