for Quotation (RFQ) for upgrades to the Cryogenic Fluid Management
Simulator which was used by the Propulsion Systems Branch to predict
cryogenic fluid management conditions for several solar thermal
vehicles. The Simulator was developed under an SBIR PHASE II contract
with Creare, Inc., to be used as a tool by knowledgeable design
engineers to help facilitate investigations of design alternatives for
cryogenic fluid management systems. The purpose of the task proposed
under this RFQ is to further develop the Creare software, such that the
software can be used to predict outcomes for the cryogenic fluid
management tests performed at the Marshall Space Flight Center and to
support the development of future flight experiments. Task description:
1. Upgrade tank internal heat transfer analysis to more closely predict
the rate of pressure rise in the MHTB. This upgrade will consider only
a point source (AXIAL JET) mixer. 2. Upgrade tank geometrical model
(wetted surface vs. volume) for MHTB. 3. Validate model against MHTB
data with AXIAL jet point source mixer at 90% fill level. 4. Validate
model against MHTB data with AXIAL jet point source mixer at 50% fill
level. 5. Upgrade mixer models to accurately predict MHTB pressure in
experiments using radial (spray bar) mixer. 6. Validate model against
MHTB data with radial spray bar mixer at 90% fill level. 7. Validate
model against MHTB data with radial spray bar mixer at 50% fill level.
8. Upgrade model for tank internal heat transfer to account for helium
cover gas. 9. Validate model against newly acquired MHTB data for 50%
fill with HE. Deliverables: 1. Produce a new release version of the
software which includes the work listed in the task description above.
2. Provide updates to existing documentation (user manual and analysis
methods report) which explains the changes made. 3. Provide a brief
technical memorandum which documents the qualification analysis which
was performed for validation of the updated code. Payment to be made in
two increments: 1. On completion of task # 7 2. Completion on task #9
The period of performance is 13 weeks from the effective date of the
order. This procurement is being conducted under the Simplified
Acquisition Procedures (SAP). NASA/MSFC intends to purchase the items
from from Creare, Inc. on a sole source basis under the statutory
authority of 10 U.S.C. 2304(c)(1) -- Only one responsible source.
Creare, Inc. is the only source that can satisfy the requirements. They
were the first to develop the code which is proprietary and only
Creare, Inc. has the source code on which the update needs to be
completed. The Government does not intend to acquire a commercial item
using FAR Part 12. See Note 26. Interested firms have 15 days from the
publication of this synopsis to submit in writing to the identified
point of contact, their qualifications/capabilities. Such
qualifications/capabilities will be used solely for the purpose of
determining whether or not to conduct this procurement on a
competitivebasis. Responses received after the 15 days or without the
required information will be considered nonresponsive to the synopsis
and will not be considered. A determination by the Government to not
compete this proposed effort on a full and open competitive basis,
based upon responses to this notice is solely within the discretion of
the Government. Oral communications are not acceptable in response to
this notice. All responsible sources may submit an offer which shall
be considered by the agency. An Ombudsman has been appointed. See
