B -- EVALUATION OF OPTIONS FOR FORMING A PUBLIC-PRIVATE PARTNERSHIP FOR EFFECTIVE DISSEMINATION OF DISASTER INFORMATION SOL 98HQSA1769 DUE 071598 POC Karen Staubs (Contact) 703-648-7372, Kathy Craig (CO) 703-648-7357 The U.S. Gelogical Survey, as host of an Interagency team to develop a Disaster Information Network (DIN), has a requirement to foster the creation of a public-private partnership (PPP) that will involve representatives of all stakeholders in disaster information in the development of a virtual DIN. The role of the PPP will be to develop consensus on a broad range of issues and to suggest ways to implement recommendations through coordination and leveraging of public and private resources. A working group of experts in both partnerships and disaster information will develop plans for an appropriate form for this partnership. The purpose of this contract is to provide in-depth information that will help this working group focus on the key issues and make well-informed decisions. Specific tasks include: 1. Identify and evaluate appropriate existing PPPs or ones that formed and no longer exist to determine how their experience might be relevant to a DIN PPP. 2. Identify and describe those issues and lessons (good or bad) learnedfrom the PPPs identified in Task#1. 3. Develop a list of possible functions of a DIN PPP that should be considered in writing its Articles of Incorporation and developing its business plan. Describe the pros and cons of including these functions in a DIN PPP. 4. Develop a candidate business plan for a DIN PPP with options identified where appropriate. In a five month period, the contractor must provide in-depth information developed under Tasks 1 through 4 in the form of oral briefings with associated hard-copy annotated briefing charts. After review and comment, these findings and associated recommendations must be provided as written reports to be used to assist decision makers in agreeing on the form, charter, function, and business plan of a public-private partnership involved with the Disaster Information Network. This contract will be completed within five months of award of the purchase order.This solicitation shall be issued under FAR Part 13.
