The National Digital Library Program (NDLP) of the Library of Congress
has a requirement for specialized services to evaluate the portion of
the Library's Website that pertains to the digitized historical
collections known as American Memory. Two dozen collections of unique
holdings from the Library of Congress represent a full range of media
and formats including documents (ranging in length from one page to
book length), black-and-white and color photographs, maps, sound
recordings and motion pictures. The Learning Page and its associated
pages contain resources for educators and learners to facilitate use of
the American Memory collections. The Library seeks qualified experts to
perform a site critique or heuristic evaluation. The focus will be on
the American Memory pages including The Learning Page. The evaluation
should include technical consideration of navigability, searchability
and contextual information. Offerors may choose to focus the evaluation
on a particular criteria depending on their primary area of expertise.
A technical response is necessary to evaluate the offeror's capability
to meet the stated requirement and provide the deliverables specified
in the Statement of Work (SOW). The technical and cost response shall
be separate. The offeror shall describe a minimum of two (2) other
efforts performed during the past three (3) years that demonstrate
ability and experience including, but not limited to: Analysis of World
Wide Web-sites, technical understanding of how to build a Web-site,
understanding of interface design principles and knowledge of search
and retrieval systems. The description must include names, titles, and
phone numbers of project reference contacts, and dates during which
the related work was performed. The offeror shall provide specific
responses to the following: an outline or plan of the evaluation
process to be followed. This should include: a description of the
proposed methods for gathering information, explanation of the
evaluation criteria or usability heuristicsto be used and indication of
the individual(s) who will perform each part of the process. Offerors
shall identify proposed key personnel and shall provide resumes that
indicate experience in the area relevant to work on the project. All
