The Federal Emergency Management Agency itends to issue a Solicitation on or about July 8, 1998, for the Nazareth Estates Dismantling, to provide for the dismantling of fifty-one emergency housing units located at Estate Nazareth. Solicitation EMW-1998-RP-0055. The units were erected as an emergency shelter during Hurricane Marilyn and must be dismantled at this time. The work will include dismantling of housing units, includes salvaging of re-usable components, checking of utilities, packing of components, demolition of concrete slabs, and transportation of residual debris to sites located on St. Thomas. The solicitation shall be accomplished using competitive negotiation procedures. The Standard Industrial Classification Code (SIC Code) initially published was incorrect. The correct SIC Code is 1522, having a small business threshold of $17 million respectively. Prospective offerors are hereby notified that the resulting awards will be made to firms whose proposal (both technical and business/price) represents the best value to the Government. Firms are advised that award may or may not be made to the offerors with the lowest price. However, the price must bear a direct relationship to the quality of the technical proposal since, in this acquisition, the technical factors in their entirity are more important than price (best value). It is contemplated that multiple awards will be made. The estimated range of the total project is from $1,000,000.00 to $5,000,000.00. A mandatory site visit and "Pre-proposal Conference " will be conducted on St. Thomas to afford all interested firms an opportunity to inspect and evaluate existing properties and site conditions which may impact contract performance. The site visit and pre-proposal conference will allow interested parties and opportunity to inspect the premises, and to formulate issues/questions for submission to facilitate clarification on the general/specialterms and conditions of the solicitation and the technical plans and specifications. Additionally, presentations will be made by representatives of FEMA on contract requirements. Questions formulated during this conference shall be accepted, recorded, and answed through the issuance of an amendment to the solicitation, and will be provided to all interested parties within one week after the conference. The site visit and pre-proposal conference is expected to take two (2) days. It should be noted that failure to attend the site visit/conference will disqualify potential offerors from submitteing proposals.Firms planning to attend the site visit/conference are requested to confirm their attendance in writing and/or via fax to Maxine Fredericks at (340) 714-1601. Upon receipt of your confirmation of attendance, you will be provided with an information package giving details of the location and times of the site visit and conference. The conference is currently scheduled to occur the next day following the sitevisit. Firms are asked to limit attendance to (2) representatives. The specifications and plans may be inspected without charge at the FEMA office on the Virgin Islands. The $25.00 fee for the plans and specifications originally advertised is hereby waived and dropped. Interested parties should contact Maxine Fredericks at (340) 714-1602 to make arrangements to view the plans. One set of plans and specifications will be provided to all potential offerors as part of the Request for Proposal. All firms planning to attend the site visit and conference should review the plans and specifications so that they are familiar with the requirement, and are prepared to raise questions requiring clarification, provide comments or hold discussions regarding improvements. Award is tentatively scheduled for early October, and it is estimated that the period of performance will be (120) days.
