Nagel (703) 630-6703 This is a combined synopsis/Request for Proposal
(RFP) for commercial items prepared in accordance with the format in
FAR subpart 12.6 as supplemented with additional information included
in this notice. This announcement constitutes the only solicitation of
this requirement, proposals are being requested and a solicitation
package will not be issued. This combined synopsis/Request for Proposal
incorporates provisions and clauses that are in effect through the
Federal Acquisition Circular 97-14. This procurement is a 100% small
business set aside under the standard industrial classification code
5043. The small business size standard is 100 employees. The FBI
proposes to procure one thousand two hundred (1,200)lens. The item
quantity and descriptions are: two hundred fifty (250) Computar
HAS361616APC 136-41 " 3.6mm F1.6 with Focus; one hundred fifty (150)
Computar HAS0612APC 136-41 " 6mm F1.2 with Focus; fifty (50) Computar
HAS 1212APC 136-41 " 12mm F1.2 with Focus; two hundred fifty (250)
Computar H3616FI 136-41 " 3.6mm F1.6 with Iris and Focus; one hundred
fifty (150) Computar H612FI 136-41 " 6mm F1.2 with Iris and Focus;
fifty (50) Computar H1212FI 136-41 " 12mm F1.2 with Iris and Focus; one
hundred fifty (150) Computar H2Z4515CS 136-41 " 4.5mm-10mm F1.5 with
Auto Iris (DC TYPE). Required delivery is within 30 days ARO, FOB
destination, Engineering Research Facility, Building 27958-A, Quantico,
Virginia, 22135. ONLY COMPLETE SHIPMENTS WILL BE ACCEPTED. The above
cited manufacturer model numbers are known to meet the specifications,
and consitute the establishment of a standard of quality, however,
they are not considered to be the only product which will meet the
specifications. Offerors proposing to supply Manufactorers/Models other
than those specified in the notice are required to submit with their
proposals specification data sheets of proposed models sufficient to
enable the Government to determine their technical acceptability with
the specifications stated above. The Government reserves the rightto
request product samples which can be tested for compatibility. All
reasonable sources may submit a proposal which shall be considered by
the agency. Responses to this notice must be provided in writing. The
provisions of FAR 52.212-1, Instructions to Offerers-Commercial Items
and 52.212-2, Evaluation Commercial Items and 52.212-4, Contract Terms
and Conditions Required to Implement Statutes or Executive Order
Commercial Items apply to this acquisition. The evaluation criteria for
this solicitation will consist of technical capability of the offered
items to meet the agency requirements, price and past performance.
Technical capability and past performance when combined are equal to
price. Offerors shall include a completed copy of the provisions at
52.212-3, Offeror Representations and Certifications-Commercial Items,
with their offer. Standard commercial warranty is required. Proposals
are to be submitted on SF 1449. An original and two copies of the
technical proposal and one copy of the cost proposal are due by 11:00
AM EST, Monday, July 1998, to the attention of Ms. Margaret Nagel,
Contract Specialist, Federal Bureau of Investigation, Engineering
Research Facility, Building 27958-A, Quantico, VA 22135. HAND
DELIVERIES TO ANY FBI OFFICE WILL NOT BE ACCEPTED. FAX DELIVERIES WILL
NOT BE ACCEPTED. Offerors shall provide names, addresses and telephone
numbers of customers, either Government or commercial, that have
received the same product during the past three years (this information
is needed for the evaluation of past performance). Offerors must
acquaint themselves with the new regulations concerning Commercial Item
acquisitions contained at FAR subpart 12. The full text clauses can be
