100% set-aside for small business. The SIC Code for this project is
3643. The work includes all labor and materials for the design,
procurement, fabrication, assembly, testing, packaging and delivery of
four (4) signal cables and four (4) power cables. Each of the four
signal cables and each of the four power cables shall be 1700 feet
long. The signal cable shall consist of 16 individually shielded and
jacketed quads of 22 AWG copper, with an overall shield and a strength
member. The power cable shall consist of 16 individually shielded and
jacketed triads of 20 AWG copper, with an overall shield and a
strength member. The cables will be installed off a barge into seawater
and permanently placed at a depth not to exceeded 80 feet. Design life
for the cable in seawater shall be 20 years. One end of the cable will
be installed on an in-water platform exposed to rain, wave splash, wave
washover, and UV radiation from sunlight. The other end of the cable
will be laid in a 200-foot-long open cable tray which leads into a
range house on-shore, in which the cable is terminated. The portion of
the cable which lies in the cable tray will be exposed to rain, wave
splash, and UV radiation from sunlight. A connector shall be provided
and attached to one end of the cable. The cable shall be provided on a
non-returnable cable reel. Prior to contract award, the Government
shall visit the cable manufacturing plant at which the cable will be
made. The Contractor shall present the following to the Government. (1)
The plan for manufacturing the cable shall be presented. Quality
control measures shall be stressed. (2) The plan for testing the cable
will be presented. Specific mention will be made of each of the
requirements of this specification and how the Contractor plans to
certify that the requirements have been met. (3) Examples of at least
five similar, permanently-installed, marine cables manufactured by the
Contractor shall be presented. The award will not be made unless all
items above are addressed to the satisfaction of the Government.

by using (202) 433-5244. Contractors within the local area are
encouraged to prearrange, by contacting the contract specialist noted
above, to pick up a copy of the solicitation at Bldg 218 (third floor)
of the WNY between the hours of 0730 and 1500, Monday-Friday. There
will be no charge for these documents, however, there will only be one
set issued per contractor. The solicitation will be available
approximately fifteen (15) days after this notice appears in the
Commerce Business Daily. The proposal due date shall be thirty (30)
days after the solicitation is made available to the public. The
projected award date is September 1998. Proposals should be submitted
