REQUEST FOR INFORMATION DSCR is contemplating the release of a solicitation for hazardous materials Prime Vendor support of multiple United States Navy (USN) facilities in the Northeastern US. Prime Vendor support entails delivery of diverse items to various destinations upon receipt of customer orders within strict delivery timeframes. DSCR contemplates awarding, on a best value trade-off basis, a one-year requirements or indefinite quality type contract with 4 one-year options, Contemplated contract will require direct vendor delivery (i.e., commodity is sent directly from a vendor to the requestor in a "just-in-time" environment)of approximately 630 National Stock Numbers (NSNs) to 6 primary USN locations in the Northeastern U.S. (NJ to ME). The NSNs include chemicals, industrial gases and packaged petroleum in Federal Stock Classes (FSCs) 6810, 6820, 6830, 6840, 6850 and 9150. Examples of the types of products required are acids, alcohols, reagents, dyes, compressed oxygen and nitrogen, pesticides,insecticides, disinfectants, cleaning compounds, solvents, packaged oils, greases and lubricants, many which are commercial in nature. The 6 primary delivery locations are: NAS Brunswick ME (serving SUPSHIP Bath & NEWCON Shipd), portsmouth Naval Shipyard NH, Newport RI, Bubbase New London, Groton, CT (serving New London and Groton, CT), Naval Air Engineering Lakehurst, NJ (serving all Lakehurst commands), and Naval Weapons Station Earle, NJ (serving Earle and Leonardo). Requires delivery is maximum of 72 hours after receipt of order from the customer/user. Orders will be places electronically by the customer using the Paperless Ordering System (POPS). The objective of the acquisition is to reduce costs and streamline operations by eliminating hazardous materials inventory in all but authorized work centers or on afloat units. The following information is requested to determine industry interest in and feasibility of such a Prime Vendor arrangement: 1. Interest in providing Prime Vendor support to the USNunder such an arrangement. If such an arrangement does not interest your firm, why not? 2. Ability to provide direct vendor deliveries of 630 NSNs within 72 hous after placement of the order to 6 major USN delivery points in the Northeastern region. If the 72 hour maximum delivery is not feasible, why not? What alternative delivery would you recommend (keeping in mind the USN users will have substantially reduced or eliminated on-hand inventories? 3. Do you have a nationwide or regional distribution system wherein multiple customers can be supported? 4. Are there additional commodities which you would recommend including in this proposed contract? 5. Are the products to be included in this effort too diverse to be included under a single Prime Vendor direct vendor delivery contract? If so, how would you suggest grouping the items for multiple Prime Vendor contracts? 6. Which of these commodities can you supply? 7. Any other comments, particularly limitations, concerning this proposed contract action.
