commercial services prepared in accordance with the format in FAR
Subparts 12.6 and 13.6, as supplemented with additional information
included in this notice. Responsible offerors enrolled in the Central
Contractor Registration (CCR) may request a written solicitation. The
solicitation number for this Request For Quote is N00244-98-Q-0309. The
solicitation and incorporated provisions and clauses are those in
effect through Federal Acquisition Circular 47. The solicitation is to
be issued on a restricted basis. The Standard Industrial Code is 4499
and applies to businesses with annual receipts under $5.0 million.
FISC San Diego has a requirement for pilotage services for one base
year period and four one-year options. Statement of work: Services are
for military vessels and lighters arriving, departing, and shifting
berths in the Port Hueneme Harbor. These vessels may include, but are
not limited to, ships, barges, floating cranes and target ships under
tow or self-propelled. Pilot services will be assigned to the
Contractor at the discretion of the Port Services Officer who may
direct any ship to take a pilot and tugs at any time conditions warrant
such actions. The Contractor has the right to refuse to perform
pilotage when the ship has been placed and remains in jeopardy of
stranding, collision, or due to adverse weather conditions. The
government will give a two-hour notice of needed services. Contractor
shall perform duties in accordance with applicable Federal Regulations
(Title 46, U.S. Code) and CBINST 3170.2C dated 31 October 1996, Port
Information and Regulations. Contractor will provide required service
upon the issuance of oral order from the Ordering Office, Port Hueneme.
The oral order will include name of vessel, class, length overall,
draft, date and time of move, type of move
(arriving/departing/intra-harbor). The oral order will be followed by
a written order issued in the form of a delivery order. Delivery orders
may include requests for more than one move. The work may be performed
prior to receipt of the written delivery order. Contractor
requirements: To be eligible for award, Contractor will be required to
provide (a) proof of current Unlimited Masters License with First
Class Endorsement from the U.S. Coast Guard. Licenses shall be on file
at the Contractor's address for review by the Government during the
period of the contract, (b) letter of approval from the Commanding
Officer, Naval Construction Battalion Center, Port Hueneme,
acknowledging Contractor's thorough familiarity with the Port Hueneme
Harbor, its characteristics, physical aspects, varying water depths,
turning limitations, and the effect of weather on vessel movements.
Tariffs: Services will be performed on an as needed basis. During the
contract period, the charge for services will be rendered in accordance
with the Oxnard Harbor District current tariff. In the event that
regular published tariff rates change through lawful filing with
regulatory bodies during the life of the contract, the Contractorshall
notify, in writing, the Contracting Officer at the Fleet & Industrial
Supply Center, Code 240, 937 North Harbor Drive, San Diego, CA,
92132-0060, thirty days prior to the effective date of the change in
tariff. Contractor will provide the Contracting Officer with six copies
of any superseding tariff. Required Standard of Workmanship: Unless
otherwise specifically provided in the contract, the quality of all
pilotage service rendered shall conform to the highest professional
standards pertaining to the field of endeavor. All services shall the
rendered by or supervised directly by individuals fully qualified in
the relevant profession, trade or field, and holding a valid Unlimited
Masters License from the U.S. Coast Guard. Solicitation packages may
