R -- NAVY STOCK FUND ACCOUNTING SERVICES SOL N00604-98-Q-1100 DUE 073198 POC Attn: Vanessa Pappalardo, Purchasing Agent (808) 474-2397 Ext. 111, Marguerite Mattson, Contracting Officer The Regional Contracting Department (Simplified Acquisition Division), Fleet and Industrial Supply Center, Pearl Harbor, Hawaii intends on negotiating a contract for Navy Stock Fund Accounting Services, FOB: destination Pearl Harbor, Hawaii. Period of Performance: 01 October 98 -- 30 September 99, contract to include (2) two option periods: 01 October 99 -- 30 September 00 and 01 October 00 -- 30 September 01. The Government intends on including option clause FAR 52.217-8 in the solicitation. Contractor to provide accounting services that are routine in nature as well as additional taskings directly related to Navy Stock Fund accounting services. Special Requirements as follows: The contractor must have knowledge of Navy and DoD supply operations. Ten or more years of practical experience in the Navy Supply System is required. The contractor must be knowledgeable of UADPS. A minimum of ten years of UADPS experience is required. Broad-based SUADPS experience (minimum of ten years) can be substituted. At least three years of financial experience in UADPS applications E and F or SUADPS financial is required. The contractor must have extensive knowledge of the directives prescribed in NAVCOMPT Manual Volume VIII, pertaining to the Navy Financial Inventory Accounting, Reporting and Billing. The contractor must have a Bachelors Degreee in Accounting, Business or Management-related fields. The contractor must be able to read, write, speak, and understand the English language fluently. The contractor must have the ability to communicate will all levels of employees and management involved with supply and financial operations at the Fleet and Industrial Supply Center and Defense Finance and Accounting Services. The contractor must be able to contribute potential solutions to problems by developing and/or modifying accounting methods or techniques. The contractor must have good filing skills and the ability to type accurately (speed not essential). The contractor must be able to utilize basic personal computer programs such as word processing and spreadsheets, as well as special UADPS interface programs. Access to download/upload UADPS-generated files, documents and reports will be provided by the Government. Full scope of work, duty hours and specific duties will be issued within the solicitation document. This is a 100% small business set-aside. Note 1 applies.
