The U.S. Army Simulation, Training and Instrumentation (STRICOM)
intends to negotiate a sole source contract with United Defense Limited
Partnership (UDLP), Ground Systems Division, San Jose, CA for System
Technical Services (STS) required to support the production, fielding,
and sustainment of the M113/BMP-2 Opposing-Forces Surrogate Vehicles
(OSV). Services are to be provided primarily at the National Training
Center, Fort Irwin, CA and Anniston Army Depot, Anniston AL. The
contractor will provide engineering, manufacturing, and logistics
services to include support of production, system integration,
modernization, configuration management, technical publications,
fielding, sustainment, and training. The intended services require
expertise in the design, production, and field support of M113, M2/M3
BFV, and OSV peculiar systems. UDLP is the original equipment
manufacturer (OEM) for the M113 and M2/M3 BFV family of vehicles and
has substantial knowledge of the OSV peculiar systems. UDLP is
currently the STS contractor to PM M113 and PM BFV under sole source
contracts with TACOM for the ongoing production, field support,
modernization, and associated documentation for the relevant systems.
UDLP is the only available source with M113, M2/M3, and M113/BMP-2
specific knowledge and capabilities to support the unique technical and
schedule requirements of the effort. The anticipated period of
performance is October 1998 through December 2001. The anticipated
