R -- REGULATION WRITER SOL V98701-00-98 DUE 072798 POC Trudy Dartouzos, Contract Specialist, ph: 301/827-7165, fax: 301/827-7101 See Note #1 The Food and Drug Administration (FDA) intends to award a purchase order for a regulation writer for a Proposed Rule [PR] to require the use of Hazards Analysis Critical Control Point [HACCP] procedures by manufacturers in the rendering industry. PR would be similar to the Final Rule developed by FDA for the seafood industry. The tasks are: 1] Identify each major sector of the rendering industry and evaluate the information on the dependent, i.e., directly associated with a slaughter facility, and the independent renderers. Write a strategy for applying HACCP to all rendering facilities. 2] Meet with Center for Veterinary Medicine [CVM] officials and reach agreement on the framework of the modified section of the PR. 3] Write a draft code and submit to CVM. 4] Meet with CVM officials to discuss the draft PR. 5] Rewrite the draft code of the PR if necessary. 6] Gain acceptance of the draft code by CVM. 7] Prepare a draft of the preamble to the PR. 8] Integrate all the sections of the PR and prepare the final PR based on comments received.
