S -- ARMED GUARD SERVICES SOL S-OPRAQ-98-R-0071 DUE 091198 POC Benita Williams, Contracting Officer, (703) 875-5429 The Department of State, Bureau of Diplomatic Security, Office of Domestic Operations, is soliciting proposals on a full and open competitive bases from qualified organizations to award a 5 year contract to provide armed guard security services. The contractor will be required to provide a safe environment for all DoS personnel and to protect property and information located at all DoS facilities with the United States. At a minimum, security guard services must be provided at 172 posts located at various facilities throughout California; District of Columbia; Maryland; Virginia; Pennsylvania; South Carolina; North Carolina; Florida; Louisiana; New Hampshire; Connecticut; Illinois; Massachusetts; New York; Hawaii; Texas; and Washington. The security forces serve as a 24-hour deterrent and respond to unauthorized, illegal, or potentially life threatening activities, e.g., terrorist attacks, assassination attempts, thefts of classified materials, unlawful destruction of public properties, and violations of other Federal and State criminal statutes. The contractor will be required to recruit, train, and manage security personnel consisting of service and executive employees as defined by the Service Contract Act.
