Subscriptions are held at the Foreign Service Institute [Library], 4000 Arlington Boulevard, Arlington, VA 22204. The Contractor shall be responsible for the placement of new and renewal subscriptions to single or multiple addressed for domestic and foreign serials and periodicals and related services. The term subscription, as used in this agreement, means a serial or periodical publication and related services. It also shall designate back issues of serials or periodical publications, but such issues shall be dated no earlier than one year before the current volume. FSI determines the subscription period, publisher permitting and the Contractor must place and service it for the life of the subscriptions, plus three months. The following basic services are required in order to accept and initiate subscription orders and renewals, as described in the solicitation, including also detailed specifications for products and services. The Contractor must be able to provide one-two-, or three-year subscriptions to take advantage of reduced multi-year rates, as well as to offer staggered ordering of multi-year subscriptions for budgetary purposes. The Contractor shall provide administrative and other such services for each subscription placed until three months after its expiration, e.g., the publication of the last issue covered by that subscription period. The Contractor shall supply price quotes, including service charge for each title, for new and renewal titles for the purposes of pre-order competition. The prices quoted shall be based on the publisher price at the time of the quote. Estimates for bill later items shall be included. Service fee percents and volume discounts shall be binding as quoted; changes made in the title mix after the quote is accepted which would affect the contractor's service fee, may require the titles to undergo pre-order competition. For initial subscription service, FSI is providing a list of subscriptions to be ordered or renewed and the associated ship to addresses. The Contractor shall organize and format this list into the annual renewal listing and forward it to FSI for review. An award will be made under Small Purchase Procedures.
