Y -- PREQUALIFICATION OF CONTRACTORS TO PERFROM PRIME CONSTRUCTION FOR SEVERAL NEW CONSTRUCTION PROJECTS AS WELL AS REPAIR AND ALTERATION RENOVATION PROJECTS FOR FACILITIES IN THE MIDDLESEX-CENTRAL DISTRICT, STATE OF MA. The United States Postal Service, Windsor Facilities Service Office will be pre-qualifying contractors to perform prime construction for several new construction projects as well repair and alteration and renovation projects for facilities in the Middlesex-Central District, State of Massachusetts. The new construction facility projects will range in size from approximately 7,000 SF to 35,000 SF with an estimated cost range of $1.0 million to $5.0 million dollars. The pre-qualification will be for a period of two years from the official selection date. The Windsor FSO currently has several designs in progress for the following projects which are a representative sample of the type of work to be completed under this pre-qualification process. Contractors who are prequalified as a result of this solicitation will be eligible to receive solicitation packages. NOTE: The USPS reserves the right to limit the number of construction awards to any prequalified contractor depending upon the capacity of the firm, regardless of the price proposal. Projects in Design: Northborough, MA, Main Post Office -- The USPS is going to build a new 9,000 square foot Small Standard Building Design (SSBD) free-standing building to serve as a Customer service facility for the town of Northborough, MA. The building will be located on USPS-owned property. The building will be of wood-frame construction. There will be a full-service Postal Retail Store in the facility and the interior space will be dedicated to workroom and support spaces. The building will also contain an "investigative office" for the USPS Postal Inspectors. This office will contain closed circuit television equipment. There will be site work, including work adjacent to wet lands. The estimated construction cost for this project is approximately $1.0 million to $1.3 million. The design for this project is expected to be completed before August of 1998. Lawrence, MA -- North Andover Branch, Main Post Office -- The USPS is designing a 24,000 square foot Medium Standard Building Design (MSBD) free-standing building to serve as a Customer service facility for the town of North Andover, MA. The building will be USPS owned and located on USPS- leased property. The building will have a full-service Postal Retail Store and the interior space will be dedicated to workroom and support spaces. The building will also contain an "investigative office" for the USPS Postal Inspectors. This office will contain closed circuit television equipment. There will be site work, including work adjacent to wet lands. The estimated construction cost for this work will be in the neighborhood of $2.5 million to $3.0 million. Additional projects include: Swampscott Branch/Salem, MA Carrier Annex;West Lynn Branch/Saugus, MA Carrier Annex;Wayland /Sudbury, MA Carrier Annex; and Marlborough, MA Carrier Annex. To be eligible for this pre-qualification a contractor must be in business for at least five (5) years, and have successfully completed three (3) projects of a similar type and nature. Contractors will be evaluated by a committee of USPS architects and engineers and rated on the following factors in descending order: 1) prior construction experience, 2) project management, 3) financial capability, 4) company organization and 5) quality assurance/quality control program. A full explanation for each of these categories can be found in the pre-qualification package. EVALUATION OF CONTRACTORS: Each prospective offeror must complete these forms and provide all of the requested documentation from other sources to be considered for prequalification. Failure to submit all requested information may result in rejection of the submission. A committee will review the documentation in the prequalification package and rate each contractor on the following factors in descending order of importance: SIMILAR CONSTRUCTION EXPERIENCE: The offeror will be evaluated on similar construction experience, to include past and current renovation, expansion and, new construction work on buildings of the same size, cost and complexity; prior work in the geographic area of the subject project and prior U.S. Postal Service or other Federal Government experience; Contractor must have five years experience and have satisfactorily completed three similar construction projects. PROJECT MANAGEMENT: The offeror will be evaluated on their ability to complete projects on time and within budget; location of home office in relation to the job site; work load vs. available resources; and ability to communicate effectively with the owner and the architect/engineer; FINANCIAL CAPABILITY: The offeror will be evaluated on their backlog of current projects; bonding capabilities; financial reserves; current balance and credit limits; and timeliness in paying contractors; COMPANY ORGANIZATION: The offeror will be evaluated on the type of entity making the submission; experience of the firm and management personnel; number of full and part-time employees; special licenses held by the firm; percentage of work completed by in-house forces; number of key employees in firm; and equipment and resources available to complete the project; QUALITY ASSURANCE/QUALITY CONTROL PROGRAM: The offeror will be evaluated on training courses completed; dedicated in-house staff and in-house quality programs; quality mission statement; and reference checks from prior clients.NUMBER OF PREQUALIFIED CONTRACTORS: There are no predetermined number of prequalified contractors for this solicitation. The USPS will select those contractors who it feels are the "best qualified" for these projects.
