UNRESTRICTED and will be evaluated in accordance with DFAR
252.219-7003, NOTICE OF EVALUATION PREFERENCE FOR SMALL DISADVANTAGED
BUSINESS CONCERNS -- CONSTRUCTION ACQUISITION TEST PROGRAM (APR 1996).
The Standard Industrial Classification (SIC) Code for this project is
1542 -- General Contractors -- Nonresidential Buildings, Other Than
Industrial Buildings and Warehouses. The size standard is $17.0
million. The work includes replacement of four existing, built-up air
handling units on the south side of Building 209 at the Naval Research
Laboratory in Washington, DC. New modular air handlers shall be
provided to replace units AH-2, AH-4, AH-6 and AH-8. In addition, the
existing associated doctwork, piping, and electrical service shall be
modified to accommodate the new units. A new DDC control system and new
variable frequency drives on 5 existing air handlers shall also be
provided. Asbestos and lead paint abatement shall be performed in the
areas directly affected by the renovation work. The majority of the
work is to be performed on the Fourth Floor in the mechanical room.
Access to this area is via an existing freight elevator and an existing
opening in roof of 4th floor mechanical roof. All work which will
require disruption of heating/cooling operations shall be acomplished
during the weekend hours beginning on Friday evening at 6:00 p.m. and
ending Monday morning at 7:00 a.m. Only one unit shall be taken down at
a time. All work associated with that unit shall be completed before
next unit is taken down. Contractor shall be responsible for providing
temporary heating and/or cooling units if unit is not operable by 7:00
a.m. Monday morning. Temporary units shall remain until unit is cabable
of maintaining space setpoints. Any work that does not interrup
heating/cooling operations may be performed during the week; i.e.,
asbestos abatement, insulation etc. The estimated date for issuance is
around 28 July 1998. The estimated bid opening date is around 27
August 1998. There will be a non-refundable charge for the plans and
specifications. Information regarding cost and availability will be
published in a later announcement. Facsimile requets for plans and
specifications will not be accepted. Bidders lists may be requested in
writing and will be mailed out. The plans and specifications will be
issued on a first come first served basis until supplies are exhausted.
The estimated cost range is between $500,000 and $1,000,000. Posted
