STATION GRAYS HARBOR, WESTPORT, WA. Furnish all labor materials,
transportation, and equipment necessary to fabricate and install a new
connecting dock between the existing A and B piers, fabricate and
install a new 48' x 8' extension dock to connect to the existing B
dock, remove the existing covered moorings floating dock piles, and
replace with a new fixed mooring system. The work includes but is not
limited to the following: Fabricate a new floating concrete connecting
dock; Remove existing end waler and connection on B dock and
fabricate/install new connection assembly for the additional dock.
Fabricate/install the new floating extention dock which shall be 48' x
8' x 1'6"; Install electrical shoreties, wirings, raceways, pier
lighting, maintenance outlets, and circuit breakers; Install feeders in
underground conduits for new electrical shoretie, lighting, and
maintenance outlets on the pier; Fabricate/Install shoretie stand;
Install 2 new 14" diameter steel piles at far end of new B dock; Remove
existing 3 pile dolphin currently located approximately 50' from the
end of existing B dock; Remove (2) end walers, (4) D-rings, and (4) 12"
steel piles on floating dock inside covered moorings. Also remove
cathodic protection attached to piles. Fabricate/install new screwed
mooring system. Mooring system shall consist of helical anchor
connected to a SEAFLEX Energy absorption system attached to the dock.
Estimated Range is $100,000 to $250,000. Drawings and specifications
can be purchased on a first come, first served basis, at the rate of
$25.00 per copy. Requests will be accepted by mail only, and must
include payment in the applicable amount by Cashier's Check or Money
Order, made payable to the U.S. Coast Guard. Personal and Business

UTILIZED ON MAILINGS OF PLANS AND SPECIFICITAIONS. No refunds will be
made and materials need not be returned. If project is cancelled or no
award is made, cost of plans and specifications will be refunded only
on written request. The performance period is 60 calendar days after
receipt of Notice to Proceed. The procurement is subject to the Small
Business Competitiveness Demonstration Program and is open to large and
small business participation. The applicable SIC code is 1629. Small
business size standard is $17.0 million. This is an unrestricted
acquisition being solicited. All responsible sources are encouraged to

The Department of Transportation (DOT Office of Small and Disadvantage
Business Utilization) has programs to assist minority, women owned and
disadvantaged business enterprises to acquire short-term working
capital and bonding assistance for transportation-related contracts.
Loans are available under the DOT Short Term Lending Program (STLP) at
prime interest rates up to $500,000 per contract to provide accounts
receivable financing. The Bonding Assistance Program enables firms to
apply for bid, performance and payment bonds up to $500,000. DOT
provides an 80% guaranty on the bond amount to a surety against losses.
