requesting quotes for one (1) system and associated components for
liquid hydrogen service. The VJ piping and associated components are
essential in the design of a LH2 densification system. The
densification system will subcool LH2 to 25 degrees R. To accomplish
this, a multi-stage centrifugal compressor is used to reduce the LH2
bath temperature in the LH2-to-LH2 heat exchanger. This subcools the
primary LH2 that is pumped through the heat exchanger tube bundles. The
specifications and drawings are attached. This notice is a combined
synopsis/solicitation for commercial items prepared in accordance with
the format in FAR Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; quotes are being requested and a written
solicitation will not be issued. This procurement is being conducted
under the Test Program for Commercials Items (FAR Part 13.5). The
provisions and clauses in the RFQ are those in effect through FAC 97-5.
The SIC code and the small business size standard for this procurement
are 3498 and 500, respectively. The quoter shall state in their
quotation their size status for this procurement. All qualified
responsible business sources may submit a quotation which shall be
considered by the agency. Delivery to LeRC is required within 125
calendar days after date of contract award. Delivery shall be FOB
Destination. The DPAS rating for this procurement is DO-C9. Quotations
for the items described above may be mailed or faxed to the identified
point of contact, by the date/time specified and include, solicitation
number, FOB destination to this Center, proposed delivery schedule,
discount/payment terms, warranty duration (if applicable), taxpayer
identification number (TIN), identification of any special commercial
terms, and be signed by an authorized company representative. Quoters
are encouraged to use the attached Standard Form 1449,
Solicitation/Contract/Order for Commercial Items form to submit a
quotation. Further, quotations shall include executed copies of the
attached porvisions: FAR 52.212-3, "Offerors Representations and
Certifications -- Commercial Items" and LERC 52.232-107, "Debt
Collection Improvement Act of 1996 -- Certification." The
representations and certifications will be incorporated into any
resultant contract. Quoters shall provide the information required by
FAR 52.212-1. Addenda to FAR `52.212-1 are as follows: 52.233-2 (AUG
1996) SERVICE OF PROTEST -- insert in paragraph (a) "Karin Huth, MS
500-313"; 1852.2155-75 (DEC 1988) EXPENSES RELATED TO OFFEROR
SUBMISSIONS; 1852.233-70 (MAR 1997) PROTEST TO NASA. FAR 52.212-4 is
applicable. FAR 52.212-5 is applicable and the following identified
clauses are incorporated by reference. Questions regarding this
acquisition must be submitted in writing no later than 7/10/98.
Quotations are due by 7/15/98, 4:30 p.m. to the address specified above
and to the attention of the Bid Depository. Award will be based upon
overall best value to the Government, with consideration given to the
factors of price, proposed technical merits, past performance,
delivery, and acceptance of the terms and conditions of the RFQ as
exactly set forth herein. It is critical that offerors provide adequate
detail to allow evaluation of their offer (see FAR 52.212-1(b). An
ombudsman has been appointed -- See Internet Note "B". Prior to
contacting an Ombudsman, quoters are expected to attempt to resolve any
questions/concerns through the Contracting Officer. Prospective quoters
shall notify this office of their intent to submit a quotation. It is
the quoter's responsibility to monitor this site for the release of
amendments (if any). Potential quoters will be responsible for
