Officer, 317-298-1180x1119 This is a combined synopsis/solicitation for
commercial items prepared in accordance with the format in Subpart
12.6, as supplemented with additional information included in this
notice. This announcement constitutes the only solicitation; proposals
are being requested and a written solicitation will not be issued. The
solicitation number CS-I-98-009, is issued as a Request for Proposal,
and incorporates provisions and clauses that are in effect through
Federal Acquisition Circular 97-04. The standard industrial
classification code, is 3826, with a small business size standard of
500 employees. The contract line item is one High Performance Digital
500 MHZ Nuclear Magnetic Resonance Spectrometer with Eurofins SNIF-NMR
capability. The proposed contract will include one contract line item
(CLIN). The CLIN is as follows: The Savannah Laboratory has a
requirement for one spectrometer specified above. Minimally, the
instrument must be of the same type as that used to acquire and process
the data used by Eurofins to create the SNIF-NMR database. The Eurofins
SNIF-NMR database must be fully compatible with the requested NMR
spectrometer. MAGNET/SHIM SYSTEM-l. Superconducting magnet system with
5.2 cm bore, (operation field at 11.746 Tesla) including helium level
sensor and magnet stand. 2. Sample Transport tube for upper shim
stack. Enable high flow rates for VT gas and includes integral sensors
for communication with the lock system. 3. Orthogonal shim system with
20 shim gradients, low current and low heat dissipation design. 4.
Magnet system shim and Digital Lock control unit including digital lock
frequency generation, digital quadrature lock receiver, fast-field
adjustments with sample-and-hold, flexible computer-controlled lock
regulation system, shim control boards with ultra-stable high
precision, low noise shim current sources. 5. Keyboard control unit,
for full manual and computer automated control of lock, sample spinning
and room temperature shims. Provide extensive flexibility for
customization of shim ranges, magnetic field offset, sample lift rate
and many other parameters. SPECTROMETER CABINET -- 6. Double-width, 19"
rack mounted cabinet with rf shielding and full front access to all
subassemblies and cabling. RF SECTION -- 7. Transmitter system
including 1H, 19F transmitter for observe and homo/heteronuclear
decoupling, 50 watts pulse power with 10 Watt CW, all operations under
computer control, X-frequency (6-242 MHZ) broadband transmitter system
for X-frequency observe and decoupling; for both CW and high power
pulse operations; 300 Watt pulse power with 25 watt linear CW, all
operations under computer control. 8. Preamplifier, including 1H
preamplifier, 2D preamplifier for lock and 2D observe, BB preamplifier,
control unit, built-in tune/match display. 9. Quadrature detection
receiving system with high dynamic range, 22 MHz intermediate frequency
and inverse capability. 10. Router for automated high speed
configuration of RF signals. 11. Frequency synthesizers. DIGITAL
ACQUISITION CONTROL SYSTEMS -- 12. Communication control unit with 100
MHz RISC microprocessor, 16 MByte buffer memory, dedicated Ethernet
link (10MBit/sec) and RS-232 connections for communications between the
spectrometer and the host computer. 13. Timing control unit, ultra-fast
VME pulse programmer, to provide exact timing and full flexibility in
data acquisition with 12.5 nanosec resolution. Based on RISC
co-processor, the time control unit should allow control of up to 8
channels using a master lock frequency of 80 MHz. 14. Frequency control
unit for the F1 channel, interfaced to the VME Bus, for generation of
phase, amplitude, and frequency using Direct Digital Synthesis. Provide
0.05 degree phase settability and 0.001 Hz frequency resolution.
Include 64 Kword (256 Kbyte) wave from memory for programming of
experimental sequences (including pulse shaping and composite pulse
decoupling) that are executable synchronously or asynchronously.
Include amplitude shaping unit, for gating and rf amplitude shaping
control of the rf output. 15. Frequency control unit for the F2
channel, interfaced to the VME Bus, for generation of phase, amplitude,
and frequency using Direct Digital Synthesis. Provide 0.05 degree phase
settability and 0.001 Hz frequency resolution. Include 64 Kword (256
Kbyte) wave from memory for programming of experimental sequences
(including pulse shaping and composite pulse decoupling) that are
executable synchronously or asynchronously. Include amplitude shaping
unit for gating and rf amplitude shaping control of the rf output. 16.
Receiver control unit, interfaced to the VEM Bus, for acquisition of
NMR data with over sampling and digital filtering. Provide >16 bit
effective dynamic range for typical proton measurement conditions.
Includes co-processor and buffer memory for flexile real-time data
management and high throughput acquisition. 17 16-bit digitizer
allowing simultaneous acquisition with up to 2 MHz sampling rate.
INDUSTRY STANDARD HOST WORK STATION -- 18. Silicon Graphics TM 02TM
work station computer, including model W5-180S-2G64, 180 MHZ 02 work
station, R5000SC, 64 MB memory, 2.0 GB System Disk, 1280x1024, 17"
Monitor. Model PCI-ENET -- TX -- 1P 10/100 MB PCI Bus auto sensing
Ethernet controller (TC/PIP), for general network communications. Two
Ultra Fast SCSI-II controllers 1 internal, 1 external. Two serial ports
(460 kbps) (DB-9). KBA-US 02 keyboard kit with mouse. Additional PCI
Bus autosensing ethernet controller (TC/PIP), dedicated to spectrometer
control. Internal 4XCDROM. Model SV4-IDO-7.1.1 IRIS Development Option
Right to use license. Model SC4-NFS-6.2 Network File System Software
Right-to-Use License for IRIX 6x. Software package for acquisition and
processing of 1D, 2D, and 3D NMR data, includes media, on-line
hpertext manual and single node-locked license. PERIPHERAL DEVICES/USER
INTERFACE -- 20. Table for the work station and printer. PROBES AND
OTHER FEATURES -- 21. Selective 2H probehead with 1H decoupling and 19F
lock, (10mm) including selective 2H preamplifier and filter. SNIF-NMR
PACKAGE (EUROFINS) -- 22. Core system -- Benzaldehyde, fruit juices and
vanilla version -- SNIF-NMR concept. 23. 19F lock system. OTHER
ACCESSORIES -- 24. Cryomagnet with ultra-low loss dewar design. 25.
Helium transfer line. 26. Digital VT control unit, with Eurotherm
control module, thermocouple and heater (one each) all functions under
full computer control. Temperature accuracy +/-0.2 degrees C (with
+/-l.0 degree C room temperature stability). Maximum temperature 200
degree C (400 degrees C with booster). Ceramic sample spinner (low
temperature accessory is required for operation near or below ambient
temperature. 27. Work Station table. 28. Set of of pneumatic magnet
stand vibration dampers, for reduction of floor vibration effects. 29.
Liquid hellium program for installation of magnets from 300WB to 500
SB. Includes all liquid helium required for cool-down, energization,
cryo, shimming and final fill to 100%. 30. 1H/13C switchable dual (DUL)
probe (5mm diameter). SUPPORT AND INSTALLATION -- 31. Training:
(Instrument Training). The vendor shall provide a minimum of one full
day on-site training on the use of the instrument at the time of
installation. This training will include start up and shut down
procedures and routine instrument servicing that is to be provided by
U.S. Customs laboratory staff on a continuing basis. This training is
to be provided by a qualified instructor properly trained by the
instrument manufacturer. The vendor shall also include tuition for two
staff members for a minimum of one week's extensive and comprehensive
training for each of the two members on the use of the instrument.
This training may be provided at either the Savannah Customs Laboratory
or the vendor's site, to be determined by the vendor. This training
shall be provided within three months after installation of the
instrument. This training is to be provided by a qualified trainer who
is knowledgeable in the use of the specific instrument provided by the
vendor as well as NMR techniques particular to use of a 500 MHZ
instrument. SNIF-NMR CONCEPT TRAINING: This training will be provided
for a minimum of two weeks for one staff member of the Savannah
Laboratory either at Eurofins Laboratories in Nantes, France or at the
Savannah Laboratory by members of the Eurofins Laboratories staff, at
the discretion of the vendor. This training must include application
of 2H NMR to the analysis of the Core System version, sample
preparation, NMR measurements for products corresponding to the Core
System version selected, and SNIF-NMR system software. This training
must be provided within three months of installation of the instrument
unless staff of the Savannah Laboratory elect to postpone training
until they have completed the NMR instrument training. The training
must be provided by qualified staff members of Eurofins Laboratories.
These instructors typically hold advanced degrees in chemistry with
specialization in NMR applications. 33. The vendor shall provide a
complete set of system documentation and manuals (hard copy of CDROM
format). Two copies of descriptive literature shall also be provided.
34. The vendor shall provide complete system installation, including
magnet, by qualified personnel. The vendor shall provide standard
samples for instrument specification check. 35. The vendor shall
provide on-site assistance for specific instrument tuning and SNIF-NMR
system installation and start-up as required for the instrument to
perform within specification requirement. 36. The vendor shall provide
a one year SNIF-NMR Concept cross calibration program for verification
of sample preparation process and 2H NMR results, reproducibility and
intercomparability. This cross calibration program requires supplying
check samples as part of a proficiency testing scheme throughout the
one year period. 37. The vendor shall provide phone/fax assistance on
the SNIF-NMR Concept. The first year of this service is to be included
with the instrument. 38. The contractor shall provide a commercial
price list with the proposal. The delivery shall be FOB destination
inside consignee's premises at the following address: U.S. Customs
Service, S.P.A Industrial Park, 102 Gignlliat Circle, Savannah, Georgia
31408. This address is a new laboratory currently under construction.
The tentative completion date for the new laboratory is January 1,
1999, however, the exact delivery date of the instrument must be
coordinated with laboratory personnel due to the uncertainty of the
buildings completion. The vendor must be able to deliver the instrument
within 180 days of notification that the laboratory is ready to accept
delivery of the instrument. The following FAR clauses and provisions

criteria; award will be made to a technically acceptable offeror at
fair and reasonable prices; 52.212-3, Offeror Representations and

Required to Implement Statues or Executive Orders -- Commercial Items,
will apply to the resultant contract: 52.203-6, 52.219-8, 52.219-9,
52.222-26, 52.222-35. 52.222-36, 52.222-37, 52.225-3. All offerors must
include a completed copy of FAR 52.212-3 with their response. This
acquisition will be acquired sole-source, as authorized under FAR
6.302-1, Only One Responsible Source, 41 USC 253(c)(1). Because this is
a commercial item, FAR 12.603(c)(3)(ii) will be used for establishing
the solicitation response time, rather than the time established in
Note 22, which in this instance, is not applicable to this commercial
