synopsis/solicitation for commercial items prepared in accordance with
the format in FAR Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; quotes are being requested and a written
solicitation will not be issued. This procurement is being conducted
under the Simplified Acquisition Procedures (SAP). Fourier Transform
Infrared Spectometer The spectrometer shall be used as a spectroscopic
instrument for laboratory and microgravity combustion diagnostics. The
instrument shall be capable of operation in a laboratory environment
and aboard an airplane, including during microgravity parabolas, for
the study of combustion phenomena. The instrument shall be capable of
collecting infrared absorption and emission spectra from
laboratory-size, small flames such as a gas jet burner, candle, liquid
fuel droplet, or solid fuel surface. The vendor shall provide
supporting documentation with any bid that shows how each specification
listed below is met. The Fournier Transform Infrared Spectrometer shall
meet the following specifications: OPTICAL AND ELECTRONIC SYSTEM
Spectral range: 1000 to 6000 wavenumbers required; option of 1000 to
8000 wavenumbers desired. Spectral resolution: 1 to 32 wavenumbers,
user selectable, required; option of 0.5 wavenumbers desired. Spectral
repeatability: Less than or equal to 0.002 wavenumber. Optical path:
Must be capable of conducting sequential absorption and emission
spectroscopy of flames; option for simultaneous absorption and emission
spectroscopy of flames desired. Optical path must be partially outside
the spectrometer to allow access to combustion in chambers.
Interferometer: Pre-aligned and does not require adjustment by user.
Detector and optics: Must be interchangeable. A/D converter: 16 bits.
Computer interface: Compatible with Pentium PC with Windows95 operating
system. Computer must be able to be located no less than 10 m away from
instrument. Signal/noise ratio: Better than or equal to 10000:1 for a
1 minute scan at 4 wavenumber resolution. Signal stability: Better than
or equal to +/- 2% over 16 hours. Scan reproducibility: 100%
transmission is within 0.3% for 2 consecutive measurements. Scan rate:
At least 1 scan every 3 seconds at 4 wavenumbers resolution. Number of
scans and rate are variable and user-selectable. SOFTWARE: Command
system: Windows 95 based. Instrument must be able to be
computer-triggered for the initiation of data collection. Data
collection system: Windows 95 based. Data must be capable of being
imported into a commercial software package for further analysis or
graphing. Data analysis software: Windows 95 based. Must provide for
display and processing of spectral data. OPERATING ENVIRONMENT:
Humidity: 0 to 95% relative humidity noncondensing. Vibration: Must be
capable of operation on an airplane, while mounted on a rack bolted to
the airframe. Temperature: 0 to 30 degrees Centigrade. Physical
orientation: Operation in any orientation, including microgravity. If
liquid nitrogen is used for detector cooling, it must be contained and
the boil-off vented. Size and weight: Compact size and light weight
desired. DOCUMENTATION: Manual: Two manuals containing detailed
operating and maintenance instructions. The provisions and clauses in
the RFQ are those in effect through FAC 97-5. This procurement is a
total small business set-aside. See Note 1. The SIC code and the small
business size standard for this procurement are 3825 and 500,
respectively. The quoter shall state in their quotation their size
status for this procurement. All qualified responsible business sources
may submit a quotation which shall be considered by the agency.
Delivery shall be FOB Destination. The DPAS rating for this procurement
is DO-C9. Quotations for the items described above may be mailed or
faxed to the identified point of contact by the date/time specified and
include, solicitation number, FOB destination to this Center, proposed
delivery schedule, discount/payment terms, warranty duration (if
applicable), taxpayer identification number (TIN), identification of
any special commercial terms, and be signed by an authorized company
representative. Quoters are encouraged to use the Standard Form 1449,
Solicitation/Contract/Order for Commercial Items form found at URL:

quotation. Quoters shall provide the information required by FAR
52.212-1. Addenda to FAR 52.212-1 are as follows: If the end product
quoted is other than a domestic end product as defined in the clause
entitled "Buy American Act -- Supplies," the quoter shall so state and
shall list the country of origin. The Representations and
Certifications required by FAR 52.2l2-3 may be obtained via the

52.212-4 is applicable. FAR 52.212-5 is applicable. Quotations are due
by C.O.B. on July 16, 1998 to the address specified above. Award will
be based upon overall best value to the Government, with consideration
given to the factors of proposed technical merits, price and past
performance; other critical requirements (i.e., delivery) if so stated
in the RFQ will also be considered. Unless otherwise stated in the
solicitation, for selection purposes, technical, price and past
performance are essentially equal in importance. It is critical that
offerors provide adequate detail to allow evaluation of their offer
(see FAR 52.212-1(b). Quoters must provide copies of the provision at
52.212-3, Offeror Representation and Certifications -- Commercial Items
with their quote. See above for where to obtain copies of the form via
the Internet. An ombudsman has been appointed -- See Internet Note
"B". It is the quoter's responsibility to monitor this site for the
