combined synopsis/solicitation for commercial items prepared in
accordance with the format in FAR subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; quotations are being requested and
a written solicitation will not be issued. (ii) RFQ-FBICU9816 is being
issued as a Request for Quotation (RFQ) under Simplified Acquisition
Procedures (SAP). (iii) The solicitation document and incorporated
provisions and clauses are those in effect through FEDERAL ACQUISITION
CIRCULAR 97-04. (iv) The Standard Industrial Code (SIC) is 5049 with
a small business size of 100 employees. (v) The Government intends to
negotiate on a sole source basis with BioRad Life Science Group, 2000
Alfred Nobel Drive, Hercules, CA 94547 for one (1) 3000 Capillary
Electrophoresis System, one (1) Channel Laser Detector, and one (1)
Mass Spectrometer Interface. (vi) The minimum requirements for the
capillary system are as follows: 1. High voltage power supply capable
of providing +/-30,000V 2. Injection by both pressure and
electrokinetic means 3. Collection of more than 20 fractions in a
single analysis 4. Multi wavelength UV detection with the capability to
collect, store and retrieve spectra 5. Liquid cooling of the capillary
6. Automated data collection and processing, and automatic sampling 7.
At least two channels of fluorescent detection with the capability to
use two lasers simultaneously 8. An interface to a Finnigan LCQ mass
spectrometer The proposed contract action is for supplies or services
for which the government intends to solicit and negotiate with only one
source under authority of FAR 6.302. Interested persons may identify
their interest and capability to respond to the requirement or submit
quotes. This notice of intent is not a request for competitive
quotations. However, all quotations received within 15 days after date
of publication of this synopsis will be considered by the Government.
A determination by the Government not to compete this proposed
contract based upon responses to this notice is solely within the
discretion of the Government. Information received will normally be
considered solely for the purpose of determining whether to conduct a
competitive procurement. (vii) Delivery shall be F.O.B. destination to:
Quantico, Virginia. The complete delivery address will be given at the
time of award. (viii) The provision at 52.212-1, Instructions to
Offerors-Commercial, applies to this acquisition. (ix) The provision at
52.212-2, Evaluation-Commercial, will be used for evaluation purposes.
ADDENDUM FAR 52.212-2 Paragraph (A) The following factors, in
descending order of importance, shall be used to evaluate offerors:
Technical capability and price. Technical is significantly more
important than price. (x) The Contractor shall include a completed copy
of the provision at 52.212-3, Offeror Representations and
Certifications-Commercial Items, with its offer. (xi) The clause at
52.212-4, Contract Terms and Conditions-Commercial Items is
incorporated by reference. (xii) The clause at 52.212-5, Contract Terms
and Conditions Required to Implement Statutes or Executive
Orders-Commercial Items, incorporating the following additional far
clause(s) cited as follows: 52.222-26 Equal Opportunity (E.O 11246).
(xiii) WARRANTY: In accordance with FAR 12.404(b) offerors are required
to offer the Government at least the same warranty terms, including
offerors of extended warranties offered to the general public in
customary practice. (xiv) Defense Priorities and Allocations System
(DPAS) rating: n/a. (xv) CBD Numbered Note: n/a : (xvi) All quotes are
