USDA, Rural Development intends to negotiate with Marshall & Swift, 101 College Road East, 3rd Floor, Princeton Forrestal Center, Princeton, NJ 80540 for the renewal of disk driven automated rehabilitation construction cost estimating software database, for base year and four option year periods. This software database shall be compatible with existing Agency hardware (Pentium 486 or better) and Microsoft Word and Windows 3.1 or better O/S. The software must (1) provide rehabilitation cost data that is market specific for locations throughout the U.S., (2) have capability to breakout the cost of labor for removal and disposal of building components/items being replaced, (3) have the capability to estimate the cost of labor and material of materials for new replacement building components/items, (4) have the capability to validate the comparison of federal construction costs to conventional costs, (5) have the capability to calculate the cost for different labor scales, union vs. non-union, and (6) have the capability to produce a cost estimate for any state or region within any state throughout the U.S. SIC Code is 7372.
