Programs (LTP) and the Small Launch Vehicle (SLV) Division, Kirtland
AFB, NM, is contemplating an award of a launch services contract using
low-cost small launch vehicles. The purpose of this sources sought
synopsis is for the Air Force to evaluate existing and emerging
low-cost launch vehicle technologies in order to develop a
comprehensive and educated acquisition strategy for this upcoming
contractual action. The SLV office is responsible for providing small
space lift to a variety of DoD and U.S. government customers including
the Space Test Program (STP), the Ballistic Missile Defense
Organization (BMDO), the National Reconnaissance Office (NRO), the
National Air & Space Administration (NASA), the Los Alamos National
Laboratory (LANL), the Sandia National Laboratories (SNL), and the
University Space Research Association (USRA). Small space lift is
herein defined as 200 lbm to 3,000 lbm to an orbit of 400 nmi in a
sun-synchronous orbit. With the imminent expiration of some of the
current small launch vehicle contracts managed by the SLV office, there
is a growing interest in exploiting current trends in the commercial
sector to develop low-cost, scalable, and reliable expendable launch
vehicle technologies. The SLV office firmly believes that such
technologies will enable the Air Force SLV office to support its
growing number of customers well into the next century. To that end,
responses to this synopsis should contain, as a minimum, the following:
a) technical details on existing and envisioned launch vehicle designs,
as well as details on critical technologies involved in developing the
designs; b) information on the status your current programs to include
a schedule containing critical path and milestone information; ; c)
information on the company's past experience to an include an outline
of previous projects, specific work previously performed or being
performed and any in-house (research and development) effort, relevant
to the specific task areas of this effort. ;d) information (i.e. resum
s) on critical personnel working on developing and implementing the
vehicle design and the critical technologies and f) a status of
existing or planned facilities required to support this effort.
Potential sources must submit a statement of capabilities (SOC)
addressing the above concerns to the Contracting Officer, Jerry Vann,
at the address below . The SOC must be submitted within 30 calendar
days after the date of this publication, and is limited to 20 pages
excluding resum s. It is the government's intent to invite potential
sources to discuss the specifics of their design with this office. All
replies to this synopsis must reference this sources sought synopsis.
Submit only unclassified information. All responses shall include
company size status under the Standard Industrial Classification (SIC)
code identified below. Firms responding should indicate if they are a
small business, a socially and economically disadvantaged business, an
8(a) firm, a historically black college or university, a woman owned,
or minority institution. For this proposed acquisition, the definitions
in FAR 19.001 and small business size standard for SIC 3761, size
standard 1000 employees apply. Foreign firms are advised that they will
not be allowed to participate in this acquisition at the prime
contractor level. The research and test data produced under a resultant
contract may contain Military Critical Technology List (MCTL)
information whose export is restricted by the Export Control Act (Title
22, U.S. Sec 2751, et seq.) or the Export Administration Act of 1979,
as amended (Title 50, U.S.C., App. 2401, et seq.). Only those companies
who are on the Qualified Contractors Access List (QCAL) may receive
such information. Request certification and registration from the
