Environmental Protection Agency (EPA), National Health and
Environmental Effects Research Laboratory/Western Ecology Division,
Corvallis, Oregon is seeking qualified sources to create a fully
documented organochlorine database of organochlorine contaminants in
Arctic Alaska and Siberia. Lichens, mosses, and soils obtained from
arctic Alaska and Siberia were collected and analyzed for pesticide and
PCB residues under the US EPA Office of Research and Development
funding Arctic Contaminants Research Program (ACRP) from 1991 to 1995.
All sampling and analysis were completed in accordance with EPA
approved Quality Assurance/Quality Control (QA/AC) plans developed by
the analytical laboratory and the principle investigators. Companion
field variability studies were implemented to identify source of
natural variability in the data. Documentation exists regarding the
ACRP strategy (Landers et al. 1992) and the annual sampling plans that
were implemented from 1991 to 1993 to collect the data. Raw electronic
data files delivered to the US EPA from the analytical laboratory (then
GERG at Texas A & M) are also available and contain about 16,800 data
entries. The contractor shall perform data validation/verification,
reduction, evaluation of comparability and data base preparation. Raw
data shall be reviewed for completeness, precision (field and
laboratory duplicates), accuracy, contamination (blanks), internal
consistency, logical and ecological coherence, and calculated
recoveries (spiked blanks, matrices). The contractor shall perform the
following six tasks: (1) Prepare a Quality Assurance Project Plan
(QAPP) following EPA guidelines (Quality Management Plan for US EPA
National Health and Environmental Research Laboratory/Western Ecology
Division, Corvallis, OR) which describes how the work will be
accomplished, how the quality of the data will be evaluated, and what
decisions accompany the various quality parameters; (2) Prepare a QA
Report for EPA which contains accuracy and precision estimates foreach
analyte and matrix considering both field and laboratory duplicates;
(3) Consolidate data set; (4) Independently re-analyze 20 samples
(including examples of all primary matrices: lichens, mosses,
organic-rich surface soil, inorganic soils from depth) shall be made by
a state-of-the-art laboratory with current experience and publication
history in organochlorine analyses of lichens and other matrices
collected from the arctic; (5) Produce a final integrated database
document which shall incorporate the results of the four previous
tasks; and (6) Provide a written reconciliation memo documenting
comments and the response/action taken to comments from peer reviewers.
The contractor shall then organize the organochlorine data base for
incorporation into a CD-ROM and Web site of meta data to be produced by
EPA. The period of performance shall be date of award through November
30, 1999. The US EPA anticipates awarding a firm-fixed price purchase
order. This procurement is a small business set-aside. The SIC code
number is 8731 with a size standard of not more than 500 employees. The
Request for Quotation (RFQ) is expected to be issued on or about
