This is a combined synopsis/solicitation for commercial items prepared
in accordance with the format in FAR Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; proposals are being requested and a
writte solicitation will not be issued. The solicitation number is
N00-98-13 and solicitation is a Request for Proposals (RFP). The
following provisions and clauses are incorporated by reference and are
those in effect through Federal Acquisition Circular. FAR 52.212-1

additional FAR Clauses apply. This requirement is set-aside for "Buy
Indian" certified contractors. This procurement is subject to section
7(b) of P.L. 93-638 (25 U.S.C, 450e) and 41 CFR 14-1.354 require that
preference opportunities in employment and training be given to
Indian/Alaska Native Individuals and that preference in the award of
Subcontracts be given to Indian/Alaska Native Economic Enterprises.
Failure by the contractor to submit a plan for doing so prior to award
and implement same after award shall be sufficient reason for
non-award or termination of the contract for default. STATEMENT OF WORK
FOR A-E SERVICES: Firms and firm's consultants responding to this
announcement shall furnish: 1. Written proof that the applicant has
been engaged in full-time business operations as an Architect-Engineer,
for profit, in its existing form (whether sole proprietorship,
partnership, association, joint venture, corporation, or other legal
entity) and be currently licensed to practice the professions of
architecture or engineering in the State of residency. 2. The
Indian-owner(s) of the applicant firm certifying itself as 51percent
Indian-owned shall both own and manage the firm. 3. At least one or
more of those owners must be involved in the daily business management
of the firm, and have the majority of the earnings which accrued to
such Indian person(s). 4. The applicant firm selected for this project
shall perform at least 50 percent of work required in-house as
principal Architect-Engineer without subcontracting to any other firm
or individual and must so certify in the application, 48 CFR 52.219-14.
The Bureau anticipates awarding up to 6 Indefinite Delivery Contracts
(IDC). Award will be based on Formal Negotiations which will include
discussions on cost. GENERAL TYPE OF SERVICES REQUESTED: Firms seeking
consideration for award shall have demonstrated professional
qualifications and capabilities for the performance of the following
services for the construction, alteration, or repair and improvement of
schools and school related facilities, detection/law enforcement
facilities, emergency shelters, offices, quarters and other
miscellaneous support facilities and utilities systems. BASIC SERVICES:
1) Pre-Design Services consisting of facilities planning and
programming, needs assessments, feasible studies, existing facilities
surveys, site analysis and project validations; 2) Design Service
consisting of schematic and design development services, and
preparation of construction documents including detailed cost estimates
and; 3) Construction Phase Services consisting of: a)construction
contract administration (shop drawings, sample and construction payment
reviews, change order preparation, operation and maintenance manuals
preparation, etc., and b) inspections (periodic and full and/or
part-time on-site inspection services) Additional Services: Facilities
related geotechnical investigations; topographic, boundary, legal and
utilities surveys; environmental assessments, historic preservation
services, asbestos abatement services, engineering studies and other
related services. POTENTIAL A-E FIRMS WILL BE EVALUATED FOR THE ABOVE
DESIGNATED SERVICES USING THE FOLLOWING SELECTION CRITERIA: 1. 20% --
Professional Qualifications necessary for satisfactory performance of
required services. Experience of Key Personnel including specialized
technical skills, project coordination and management skills, and
experience in working together as a team. 2. 20% -- Specialized
experience and technical competence in the type of work required. The
owner(s) of the 51% Indian-owned firm and key personnel shall be
evaluated from a professional qualifications standpoint. Greater value
shall be given to an Indian-owned firm which has an owner(s) who is
registered or licensed professional(s) in the fields of architecture or
engineering. 3. 10% -- Capacity to accomplish work in the required time
and Volume of Present Work Load. Volume and nature of present workload
as it relates to the ability to perform the work required. Capacity to
accomplish work in the required time. 4. 25% -- past performance on
contracts with Government agencies and private industry in terms of
cost control, quality of work and compliance with performance
schedules. 5. 10% -- Adequacy of Facilities for performance of the work
including those necessary to provide specialized services that may be
required. 6. 15% -- Availability of consultants. Availability of
additional contractor personnel or consultants to support expansion or
acceleration of the services. TOTAL 100%: The order of preference of
firms deemed to be most highly qualified shall be established by
applying a numerical rating system to the criteria listed above. All
interested firms meeting the above qualification requirements and
having the capabilities to perform the services described in this
announcement are invited to respond by submitting with a signature of
intent, a completed Standard Form 254 and 255, brief narrative of
understanding addressing the topics of the evaluation criteria, proof
of professional licensing and/or certification requirements, the
Articles of Incorporation permitting the firm to practice the
profession of architect and engineering services. Interested firms
shall submit the documents to the procurement office listed above
within thirty (30) calendar days of the date of this publication or by
July 30, 1998, whichever comes first. All Standard Form 254 and 255
are considered current if dated and signed after the date of this
