This announcement constitutes the only solicitation, proposals are being requested, and a written solicitation will not be issued. (i) This is request for proposal number 98HQSS1024; it is a total small business set-aside, SIC code 7379, size standard $18 million; Any amendments to this solicitation will be published only in the CBD; (ii) this solicitation applies and incorporates provisions and clauses in effect through Federal Acquisition Circular 97-05; (iii) this acquisition is for Lotus Domino systems administration training and Lotus Domino messaging administration training for OS 390, NT and UNIX operating systems with a focus on how to create a bureau Lotus Notes/Domino test environment; and Lotus Notes e-mail and calendar training; (iv) the line items and quantities are as follows: line item 0001 Lotus Domino System Administration Training for 15 people; line item 0002 Lotus Domino Messaging Administration Training for 15 people; line item 0003 Lotus Notes Notes E-Mail and Calendar Training for 75 people (v) line items 0001 and 0002 shall be delivered FOB destination to the U.S. Geological Survey in Denver, Colorado by no later than July 17, 1998 and line item 0003 shall be delivered FOB destination to the U.S. Geological Survey in Reston, VA (25 people) and Denver, CO (25 people) and Menlo Park, CA (25 people) by no later than July 24, 1998. Line Items 0001 and 0002 shall not be delivered concurrently with Line Item 0003. Inspection and acceptance shall be performed at destination.; (vi) The offeror is advised to include a completed copy of the provision at FAR 52.212-3 Offeror Representations and Certifications-JAN 1997 with its offer. As an addendum to this solicitation, a copy of FAR 52.212-3 is available from the Contracting Officer in addition to the full text version of the following provisions and clauses. (vii) The following FAR provisions apply to this solicitation: 52.212-1, Instructions to Offerors-Commercial Items-JUN 1997; 52.212-2 Evaluation of Commercial Items (OCT 1997) [(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors, which are all equal in importance, shall be used to evaluate offers: Factor 1. Experience: Subfactor 1.1 Experience in providing training in Lotus Domino System Administration and Lotus Domino Messaging Administration for NT, Unix, and OS 390 operating systems; Subfactor 1.2 Experience in providing training in Lotus Notes E-Mail and Calendar Training; Subfactor 1.3 Experience of proposed instructor for Items 0001 and 0002 with hands-on Lotus design and deployment in a large corporate setting.Factor 2 Technical Approach: Subfactor 2.1 Ability to teach Lotus Domino System Administration and Lotus Domino Messaging Administration for NT, Unix, and optionally OS 390 operating systems at a USGS facility as a face-to-face hands-on class; Subfactor 2.2. Ability to teach Lotus Notes E-Mail and Calendar Training as hands-on classes as a face-to-face or distance learning class; Subfactor 2.3. Ability to provide specific training for experienced USGS email system administrators on the nuances of creating a bureau Lotus Notes/Domino test environment for operational deployment within two weeks of the class for a valid 30-day test by administrators and end-users alike. Factor 3. Proposed instructors have attained Certified Lotus Instructor status. Factor 4. Capability to deliver on time. Factor 5 Past Performance. Experience, technical approach and past performance, when combined, are significantly more important than cost or price. (b) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
