(717)-605-3041 This is a combined SYNOPSIS/SOLICITATION for Commercial
items prepared in accordance with the format in FAR Subpart 12.6, as
supplemented with additional information included in this notice. This
announcement constitutes the only solicitation; quotations are being
requested and a written request for quotation will not be issued. (ii)
This request for quotation Number N00391-98-Q-MD32 is issued as a
request for quotation (RFQ). (iii) The solicitation document and
incorporated provisions and clauses are those in effect through FEDERAL
ACQUISITION CIRCULAR #90-42, and DEFENSE FEDERAL ACQUISITION CIRCULAR
#91-11. (iv) This solicitation is a small business set aside. SIC is
7363. Prepare response in accordance with the following: Period of
performance: From 01 Oct 1998 thru 30 Sep 1999 INTERPRETER REQUIREMENTS
An interpreter may be certified or non-certified, but must be qualified
to provide the following upon request: 1. Sign
simultaneously/consecutively from oral spoken English into American
Sign Language (ASL), Pidgen Sign English (PSE), Tactile (Deaf and
Blind), Oral, Oral with sign or ASL (in reverse) back to oral English,
as required. 2. Sign simultaneously/consecutively using verbatim or
idiomatic methods, as required. 3. Sign on topics/subject matter
ranging from simple statement of facts to complex and specialized
terminology, and maintains strict confidentiality, as set forth by the
Registry of Interpreters for the Deaf (RID) Code of Ethics. 4.
Interpret in a variety of settings and situations, for example: during
Command "All Hands" meetings, commemorative programs and award
ceremonies; during formal presentations available to all Command
hearing employees; during formal and informal inter-office meetings
with hearing employees; during formal internal office meetings between
supervisors, hearing employees and deaf or hearing impaired employees;
during informal (i.e., one-on-one) discussions between hearing impaired
or deaf employees and their professional counterparts in order to
perform assigned duties; during workshops/training courses, fast pace
technical meetings or briefings; and during personnel reviews,
evaluations, interviews, and any personnel related need of the hearing
impaired or deaf employee. (v) The contractor shall provide delivery
on an FOB destination basis to the address provided. (vi) FAR 52.212-1
Instructions to offerors, Commercial, is incorporated by reference and
applies to this acquisition. (vii) FAR 52.212-2 Evaluation, Commercial
Items (Oct 1995) is incorporated by reference and applies to this
acquisition. (viii). ADDENDUM 52.212-2 Para (a) Award will be based on
the greatest percentage of return to the government. (ix) Offerors
shall include a complete copy of the provisions at FAR 52-212-3,,
Offeror Representations and Certifications, Commercial Items (Oct 1995)
with its offeror. (x) FAR 52.212-4, Contract Terms and Conditions,
Commercial items (Oct 1995) is incorporated by reference and applies to
this acquisition and resulting contract. The resulting contract will be
a firm, fixed price ( FFP). (xi) FAR 52.212 -5 Contract Terms and
Conditions Required to Implement Statutes or Executive Orders --
