(EAFB) CA is seeking sources to provide nationally certified paramedic
personnel and ambulances for Emergency Medical Services (EMS)
responses to emergencies on Edwards Air Force Base, California. EMS
Teams will consist of at least one paramedic and one Emergency Medical
Technician (EMT). Contractor will respond to 911 calls to cover
personnel located on Edwards AFB 301 square miles area. Services to
include "In Flight Emergency" response to flight line after duty hours
(training provided by Medical Treatment Facility (MTF)). Paramedics
will have the ability to treat and transport all categories of
beneficiaries and other base personnel to the base nearest hospital.
When a contractor's ambulance departs the base on an ambulance run, a
second ambulance will be enroute to the base no later than five minuets
after the first ambulance departs. On scene and enroute treatment
provided by paramedics will be based on state and local practices and
within provisions of licensure. Transport time from base to nearest
civilian ER is 30 minutes (32 miles). Paramedics must be in radio
contact with civilian emergency room providers (fire, control tower,
security police) and local emergency rooms. The Contractor will be
located on EAFB and based out of the 95th Medical Group. The Contractor
shall provide Emergency Medical Service (EMS) service responses from
the 95th Medical Group and furnish all labor, management, supervision,
vehicles, supplies, equipment, transportation, and reports. Contractor
care shall cover the range of paramedic and ambulance services
typically provided in the local civilian community. The Contractor
shall provide a POC who will be available via telephone. EMS shall be
provided, upon request, to cover 24 hours per day, seven days a weeks,
including federal holidays. The Contractor's personnel shall read,
understand, speak and write English. The Contractor's (EMTs), Emergency
Medical Technicians-Intermediate (EMT-Is) and Paramedics shall have
successfully completed their respective Emergency Medical Technician
and/or Paramedic courses. **The Contractor's EMT-Is and Paramedics
shall be registered with the California Department of Health and
possess California Paramedic EMT-I licensures.. The Contractor's EMT-Is
and Paramedics shall be certified and remain current in both Advanced
Cardiac Life Support (ACLS) and Cardiopulmonary Resuscitation (CPR)
training; and the EMTs shall be certified and remain current in both
Basic Life support (BLS) and CPR training. Contractor must possess
current necessary valid permits and licensure. The Contractor's
EMTs/EMT-Is/Paramedics shall have provided EMS a minimum of three (3)
months within the past six (6) months. The Contractor shall provide and
maintain adequate liability insurance coverage consistent with the
risks associated with the performance of all services. Paramedic/EMT
personnel must posses Criminal History Background Check clearances
prior to starting work with DoD patients. Contractors responding to
this notice shall identify their company's business size as large,
small, small disadvantaged, small woman-owned or small
disadvantage/woman owned. The SIC code which will apply to this
requirement is 4119. The size standard is $5 million or less in gross
revenues averaged over the past three fiscal years. Interested parties
