MUNITIONS HARDWARE-IN-THE LOOP SIMULATION (HILS). The purpose of this
modification is to change the title description of this acquisition
from "Guided Weapons Evaluation Facility (GWEF), Hardware-In-The-Loop
Simulation (HILS)" to "Munitions Hardware-In-The-Loop Simulation
(HILS)" 2) and to replace the description of CBDNet notice number
153501 published on 23 Dec 97. Please note that firms that responded to
CBD notice number 153501 need not respond again to this notice. The
description is hereby changed to read: The Air Force Development Test
Center, 46th Test Wing, Eglin AFB FL, is seeking sources to provide
technical support to the Radio Frequency/Millimeter Wave (RF/MMW)
Flight (46TW/TSWM) for the simulation, test, and evaluation of guided
munitions in controlled laboratory environments. This program will
provide highly specialized operations and maintenance (O&M) engineering
and technical personnel to support the design, development, and
modification of hardware-in-the-loop simulators in the Guided Weapons
Evaluation Facility (GWEF), Air Force Research Laboratory (AFRL), and
Pre-flight Integration of Munitions and Electronic Systems (PRIMES).
These facilities provide the capabilities for test and evaluation of
guided munitions and guidance and control technologies through HIL
simulation and pre-flight system integration. Potential sources must
have in-depth knowledge and experience in the areas of HIL simulators,
scene projection techniques, target and background modeling, anechoic
chambers, flight motion tables, HIL testing of seekers, and sensor
guidance technologies including infrared, microwave and millimeter wave
radar, and laser. Potential sources must also have knowledge of 6
degree-of-freedom (DOF) simulations, aerodynamics of guided missiles,
and the dynamics of missile/target engagements in a clutter background
with electronic countermeasures present. All responsible sources may
submit a bid, proposal, or quotation which shall be considered by the

moriyama@eglin.af.mil) has been appointed as Ombudsman by the AFDTC
Commander to hear offerors' or potential offerors' confidential
concerns, if any, regarding this acquisition. The Ombudsman's purpose
is not to replace the technical staff or contracting officer but to
serve as an honest broker and communicate any contractor concerns,
issues, and disagreements to the appropriate government personnel. The
Ombudsman should only be contacted with issues or problems that have
been previously brought to the attention of the Contracting Officer and
could not be satisfactorily resolved at that level. Collect calls
regarding this synopsis will not be accepted. This will be a 1 year
basic contract plus four (4) 1 year options, to begin approximately the
second quarter Fiscal Year (FY) 1999. Offerors are required to meet
SECRET clearance requirements. This acquisition may involve data that
are subject to export control laws and regulations. A foreign
disclosure review of the technical data has not yet been accomplished.
If the review determines that data are subject to export controls,
only contractors who are registered and certified with the Defense
Logistics Services Center (DLSC) shall be provided copies of the
solicitation or other data subject to foreign disclosure restrictions.
