Department of State is now initiating an enhancement to its Acquisition
Home Page to provide greater functionality to both State and industry
customers. The Office of the Procurement Executive (A/OPE) has made
arrangements with the Army's Communications Electronics Command (CECOM)
to use CECOM facilities and technical support to establish the Statebuy
Interactive Platform (SIP). The SIP will allow overseas posts and
domestic contracting offices to post their own solicitations directly
on the Internet through a link to the "Statebuy" web site. Companies
may then subscribe to receive automatic E-mail notification of a single
solicitation or a group of solicitations (by CBD category, such as S
for local guard). In addition, the SIP will allow offerors, at their
option, to register to submit proposals electronically using a secure
site. The goal is to increase the number of solicitations posted via
the Internet rather than mailed in paper form, as well as to promote
further automation in the acquisition process through automatic E-mail
notification and submission of proposals. To access the SIP and
subscribe and/or register, contractors should go to the Statebuy web
site, Business Opportunities page, located at the following URL:

Interactive Platform button. Companies are requested to provide
feedback to stuart.c.toleman@dos.us-state.gov or
martha.l.loverde@dos.us-state.gov as implementation of the SIP
