COMMERCE BUSINESS DAILY ISSUE OF JULY 6,1998 PSA#2130MODIFICATION TO HUD'S SECTION 312 REHABILITATION LOAN PROGRAM CONTRACT
( NO. C-OPC-16987) The Department is contemplating issuance of a sole
source modification to above referenced contract for providing
services as a "master servicer" for the Department's Section 312
Rehabilitation Loan Servicing Program. The current contractor is
Computer Data Systems, Inc., One Curie Court, Rockville, MD 20850. The
purpose of this modification is to extend the contract for four
approximately (4) additional months or to December 31, 1998. The
extension is required to allow sufficient time to compete the follow-on
procurement currently being conducted by the General Services
Administration (GSA)under the Government's Federal Supply Schedule
program. Issuance of this modification is contingent upon the award
date of the follow-on contract by GSA which is anticipated prior to
September 2, 1998. Under this contract the contractor provides a wide
range of portfolio management services for loans made under HUD's
Section 312 program which include the collection of mortgage debt
accounts. The portfolio is made upof loans previously in default, and
new loans made in 1982 that were serviced by the Federal National
Mortgage Association (FNMA). The services under this contract, include
but are not limited to the following:(1) assist in carrying out debt
collection policies required by the OMB and the Treasury Dept.
Financial Management Services; (2) developing and generating reports
needed to manage and maintain the portfolio; (3) conduct loan
accounting activity; and, (4) activities related to cash management
services. Due to the nature of the work, the contract stipulates a
functional requirement of immediate accessibility between the
Contractor and HUD Headquarter's program staff in Washington, DC. This
notice of intent to issue a modification is not a formal Request for
Proposal. Consequently, no RFP is available. This notice is for
information purposes and therefore does not require individual
