U -- COMMAND AIRCRAFT CREW TRAINING (CACT)PROGRAM FOR THE C-20G GULFSTREAM IV AIRCRAFT DUE 073198 POC Contract Specialist -- Holly A. Justice, 407/380-4418; Contracting Officer -- Larry J. The Naval Air Warfare Center Training Systems Division (NAWCTSD) has a requirement to support the Navy's Command Aircraft Crew Training (CACT) Program which includes providing all labor, equipment, training facilities, tools, training materials, supervision and other services necessary for academic, aircrew coordination, trainers and simulator training for the C-20G (Gulfstream IV) aircraft (as configured for U.S. Navy). The C-20G CACT program requires classrooms (academic and practical), a low cost Cockpit Familiarization Trainer (CFT) that depicts all cockpit systems, a Cockpit Procedures Trainer (CPT)/Part Task Trainer (PTT) (depicts cockpit systems with a student input and trainer response capability) and FAA motion/visual simulator. In lieu of the CPT or CFT a higher order device may be used. The flight simulator must be capable of FAA Visual (Level C per current FAA Advisory Circular 120-40) certification with C-20G (Gulfstream IV) configured cockpit for pilot and flight engineer courses. Theflight simulator's cockpit/functions must duplicate the above aircraft and be capable of simulating all NATOPS normal/emergency procedures and each must have, as a minimum, freeze capability, touch reposition, cockpit video capability, environmental controls and library facilities. The pilot courses must be certified under the Federal Aviation Administration (FAA) Part 142 for a Gulfstream IV trainer center, however, an actual final FAA check flight or student FAA certificate is not a requirement. All courses will be validated by the Navy Aviation Model Manager (through acceptance of course syllabi). Pilot course completion standards/flight tolerances for all procedures and maneuvers in flight simulator training must meet FAA Airline Transportation Pilot/Type Rating Practical Test Standards. A CFT shall be available to students for off hour practice. Simulator instructors and instruction shall utilize Navy checklists for normal and emergency flight. All contractor instructors provided for training services shall, as a minimum, be FAA certified in the subject and aircraft being taught (i.e., Simulator Instructors: Airline Transport Pilot (ATP) or Certified Flight Instructor-Instrument (CFI-I) type rating; Ground School Instructor: Basic and Instrument FAA Ground School, FAA Flight Engineer or ATP/CFI-I FAA rating; FAA exemptions accepted). Maintenance instructors must have formal (Airframes and Power Plants/A&P) License) or practical maintenance experience on the C-20G/Gulfstream IV. Contractor will be required to submit a training syllabus for government approval as the Approved Training Syllabus (ATS) for each course. Each ATS must meets applicable requirements of the Naval Air Training and Operations Procedures Standardization (NATOPS) for each course. For both the Initial Courses and Refresher Course, pilots and flight engineers shall attend the same classroom simulator sessions to facilitate aircrew coordination training and train concurrently. Flight engineers will perform duties during simulator sessions as described in NATOPS and Navy Aircrew Coordination Training (ACT) syllabus. The C-20G (Gulfstream IV) courses shall consists of: a. Initial Pilot/Flight Engineer Course- max. of 20 training days with the following criteria: Total: 140 hrs; consisting of 65 hr. admin./classroom/critique/Computer Based Trainer(CBI)/exam; 27 hr. assigned self study; 6 hr. CFT; 6 hr. SPX-8000 PP./CPT; 27 hr. flight simulator; 9 hr. simulator brief/debrief. b. Refresher Pilot/Flight Engineer Course- Max. of 5 training days with the following criteria: Total: 31.5 hrs; consisting of 15 hrs admin./classroom/critique/CBT/exam; 12 hrs flight simulator; 4.5 hrs simulator brief/debrief. c. Initial Maintenance -- Max. of 22 training days with the following criteria: Total: 143 hrs; consisting of 136.5 hours admin./exams/classroom academics/practical application/CBT/cockpit familiarization training; 2 hrs CFT; 3 hrs PTT/CPT or flight simulator; 1.5 hours PTT/CPT/simulator brief/debrief. d. Advanced Trouble Shooting -- Max. of 5 training days with the following criteria: Total: 35 hrs; consisting of 35 hrs admin./exams/ classroom academics/practical application/CBT /critique. e. Maintenance Manager -- Max. of 10 training days: Total: 60 hrs; consisting of 60 hrs admin./exams/classroom academics/practical application/CBT//critique. f. Initial Electronics and Avionics -- Max. of 10 training days: Total: 61 hrs; consisting of 58 hrs admin./exams/classroom academics/practical application/CBT/critique; 2 hrs SPZ-8000 PP./CPT or flight simulator; 1 hr flight simulator. g. Corrosion Control and Prevention -- Max. of 2.5 training days with the following criteria: Total: 17 hrs; consisting of 17 hrs admin./exams/classroom academics/practical/application/ CBT/cockpit familiarization training. A indefinite delivery (requirements) type contract is anticipated with a 60-month period of performance.
