Presolicitation for RFP DAHA23-98-R-0002, Best Value Construction Task Order Contract (TOC). The Missouri National Guard, Rosecrans Memorial Airport, St. Joseph; Lambert Field, Jefferson Barracks, St. Louis, and Canon Range, Fort Leonard Wood, statewide in Missouri are soliciting proposals for multiple discipline, multiple-year maintenance, repair and minor construction contract. With the exception of pavement projects over $500,000; environmental projects over $300,000; and carpeting projects under $25,000 and other projects that the Government deems is unique in nature. Multiple awards will be made. Task Delivery Orders will be issued to TOC contractors based on the low competitive price, or a combination of price and other factors (best value judgements) in accordance with FAR 16.505. Task Orders may be issued for a period of one (1) calendar year from date of contract award, with option to extend the terms of the contract for an additional four (4) years. Task Orders shall not exceed a cumulative amount of $20 million to any one contractor and an individual delivery order shall not exceed $3 million. Emergency response time will be 1 hour after notification of the emergency. Source selection procedures in accordance with DFAR Part 215.605 shall be utilized for the basic TOC. Significant evaluation criteria for the basic contract in descending order of importance are: (1) Project Management Ability with an emphasis on Key Management Staff, Quality Control Plan, Financial Capability and Technical Support Staff; (2) Subcontracting Support Capability; (3) Company Experience/Past Performance; and (4) Location in relation to the worksite.
