Peters (719) 333-2735 Contractor shall provide all labor, materials
and equipment necessary to install thermal energy flat plate at Arnold
Hall. This project includes, but not limited to, installing new flat
plate heat exchanger HX-1 in Arnold Hall; adding variable frequency
drives (VFDs) to pumps P-12 and P-13 in central plant and P-3 in
theater mechanical room; installation of new controls and piping
bridges; insulation of existing CW pipe in Mechanical rooms B-3 and
314; and installation of new piping in tunnel and mechanical room
AHU-1. This project includes a sole source requirement for DDC HVAC
Controls manufactured and installed by Landis & Staefa Control Systems
only. This project also includes the removal of asbestos materials.
Contract type will be firm fixed price. The performance period is 60
days administrative time and 120 days on-site. The estimated
construction magnitude is between $250,000 and $500,000. Funds are not
presently available for this project. It is our intent to award this
project prior to 30 Sep 98 if Fiscal Year (FY) 1998 funds become
available. Otherwise, the project will be awarded when FY 1999 funds
become available, or a continuing federal budget resolution is passed
by Congress, but no later than 29 Nov 98. The resultant contractor will
be permitted storage on-site in a pre-designated contractor storage
yard. Responsible sources may request this solicitation by letter or

applicable SIC code is 1711 and small business size standard for this
solicitation is one where the average annual receipts of the concern
and its affiliates for the preceding three fiscal years does not exceed
$7 million. This solicitation is being competed as unrestricted IAW the
Small Business Competitive Demonstration Program. Bids will be
evaluated in accordance with DFARS 252.219-7008 entitled "Notice of
Evaluation Preference for Small Disadvantaged Business
Concerns-Construction Acquisitions-Test Program". The solicitation is
tentatively scheduled for issuance on or about 24 Jul 98. Women-owned
and small disadvantaged business concerns are encouraged to submit
offers. Copies of this solicitation are limited to 75 and priority
issuance of the solicitation will be to those contractors who identify
themselves as "PRIME" contractors on a first come basis. The
specifications and drawings will be issued on a compact disk format.
