Z -- INDEFINITE QUANTITY CONTRACT FOR MULTI-TRADE CONSTRUCTION, VARIOUS LOCATIONS, OAHU, HI SOL 2115 DUE 110298 POC Contract Specialist: V. Stewart, (808) 474-3389; Contracting Officer: A. Yuen, (808) 474-3385 17. This is not a request for either a quote or proposal, or an invitation for bid. The intent of this pre-solicitation synopsis is to identify potential offerors for multi-trade construction at various locations on Oahu, Hawaii. The work includes, but is not limited to, providing all labor, transportation, materials, equipment, and supervision necessary to accomplish various repairs, alterations, construction, and demolition work to facilities of Government agencies on Oahu, Hawaii, using predetermined labor prices and adjusted material prices by means of an indefinite quantity contract. Under this contract, the Government may issue task orders for various types of projects using the R.S. Means estimating guide to determine labor hours, equipment, and materials. The contractor will propose a coefficient to be applied to the unit price for each applicable trade to calculate the labor price. The scope of work may include building demolition; pipe lagging; road and airfield paving; fencing; roofing; painting; pool repair/resurfacing; site work; sampling, testing, removal, and disposal of lead contaminated paint and asbestos; certified welding; and masonry. The Government may award this contract to more than one contractor. SIC Code 1542 applies. The contract maximum amount is $5,000,000 per year. The contract term will be a base period of one year plus two option years. The total term of the contract, including all options, will not exceed 36 months. The Government will not synopsize the options when exercised. This contract will replace two contracts for similar services awarded in 1996. We will include information about the current contracts and the incumbent contractors (e.g., value of last option exercised, firm name, address, etc.) with the solicitation package. We do not require requests under the Freedom of Information Act for this information. Provide street address, phone number, and facsimile number when requesting solicitation package. The contracting office will accept requests for solicitations by mail or facsimile (808) 471-9342. Large business concerns shall submit a subcontracting plan. The solicitation will use source selection procedures which require offerors to submit a price proposal and a technical proposal including past performance and experience information for evaluation by the Government.
