Hart (Site Code DACA05) PROJECT TITLE. FY99 AFH, Family Housing
Replacement (90 units), Offutt AFB, Nebraska. This proposed contract is
unrestricted. JOB DESCRIPTION. The project consists of the demolition
of 8 buildings (FY99) totaling 56 family housing units, and an option
(FY00) for 11 buildings totaling 88 units, which include asbestos and
lead base paint abatement. Additionally, site restoration and the
construction of 90 two bedroom units (option for three bedroom units)
and an option (FY00) for 90 three bedroom units is required. The design
includes replacement/upgrade of utility systems and roads, heating by
natural gas cooling by air conditioning, energy efficient lighting and
appliances, dual-pane energy efficient windows, hard wired smoke and
carbon monoxide detectors, ground fault receptacles, landscaping,
garages, driveways, street lighting, utility services and meters, storm
drainage, and walks. SIC CODE. This procurement will be conducted under
SIC code: 1522. The size standard for this SIC code is: $17,000,000.00.
DESIGN/BUILD: This is a design/build project; the offeror chosen will
complete the design and construct the facility. REQUEST FOR PROPOSAL.
The acquisition method is negotiated procurement. A technical and cost
proposal will be required. Evaluation by the Government will result in
selection of firm that represents the best value to the Government.
Large businesses competing for this project must comply with the FAR
52.219-9 clause regarding the requirement for a subcontracting plan on
the part of the work it intends to subcontract. The recommended goals
for subcontracting are 62.0% for small business, 10% for small
disadvantaged business, and 5% for small business/woman-owned. A firm
that submits a plan with lesser goals must submit written rationale to
support goals submitted. For more information on the solicitation

CD-ROM. This project will provide plans and specifications using CD-ROM
only. Hard copies of the plans and specificationswill not be available.
Because a limited number of sets will be reproduced, copies are limited
to one set per firm. The CD-ROM for this project must be ordered and
the check received by July 15, 1998. The cost of the CD-ROM is $25.00.
Orders received beyond this date will not be honored. CD-ROMs will be
mailed out on or about July 27, 1998. Orders received beyond the
(D/M/YR), will not be honored. Payment by company check, certified
check or money order made payable to the Finance and Accounting
Officer, USAED, Sacramento. Requests may be submitted along with
