Program Office, Advanced Programs Division, is releasing its Firm
Fixed Price Request for Proposal for the SBIRS Low Program Definition
phase of the System on Systems (SoS) architecture on or around 20 July
1998. Congress mandated an accelerated SBIRS Low program deployment
and the Department of Defense and the USAF have committed to beginning
this deployment in FY04. SBIRS Low will be deployed as the Low Earth
Orbit (LEO) component of the SBIRS "System of Systems" (SoS)
architecture. The baseline SBIRS architecture includes satellites in
Geosynchronous Earth Orbit (GEO), Low Earth Orbit (LEO), and sensors
hosted on satellites in Highly Elliptical Orbit (HEO). Ground assets
include a Continental United States (CONUS)-based Mission Control
Station (MCS), a backup MCS (MCSB), a survivable MCS (SMCS), overseas
Relay Ground Stations (RGSs), Multi-Mission Mobile Processors (M3Ps),
and associated communications links. The SBIRS Low program provides the
LEO satellite constellation for precision midcourse tracking capability
critical for effective Ballistic Missile Defense. SBIRS Low will also
improve capabilities for missile warning, technical intelligence, and
battlespace characterization by complementing the performance of SBIRS
Increment 2. Full constellation deployment is expected by mid-FY07.
The addition of the SBIRS Low system to the current SBIRS High system
constitutes SBIRS Increment 3 of the SoS architecture. Increment 4 is
the follow-on concept to achieve a best value systems architecture. The
Program Definition (PD) effort develops an initial design for the SBIRS
Low for Increment 3 to carry into Engineering and Manufacturing
Development (EMD) to begin to deploy the SBIRS Low system in FY04, and
defines a transition plan for an Increment 4 SBIRS concept. Request
for Proposal release is anticipated on or about 20 July 1998, with
proposals due no later than 45 calendar days afterward. All electronic
proposals and hard copies (other than Sensitive Compartmentalized
Information (SCI)) will be submitted to Fort MacArthur, Bldg 410
(ESSF), San Pedro, CA 90731, Attention: Linda S. Barnard.. SCI portions
of the proposal will be submitted to SMC/INS (SMC SSO), 180 Skynet
Street, Los Angeles AFB, CA 90245-4690, Attention: John Q. Petit.
Announcements on document availability and the document review schedule
will be posted in the SBIRS Program Office web site
(http://www.laafb.af.mil/SMC/MT/Sbirs.htm). Paper copies of SBIRS
program requirements documents are located in the SBIRS Program Office
document library. Visits to this library will be by request only and
will be restricted to three visitors per firm per visit due to space
limitations. A catalogue of library documents is accessible through the
SBIRS Program Office web site. Unclassified and non-proprietary
documents will also be available through the web site. CD ROMS of
classified documents may be requested by authorized parties. Contact Ms

this effort, we expect that foreign contractors will be authorized only
