is a combined synopsis/solicitation for commercial items prepared in
accordance with the format in FAR Subpart 12.6, as supplemented with
additional information included in this notice. This procurement is
set-aside for small business concerns only. This announcement
constitutes the only solicitation; quotes are being requested and a
written solicitation will not be issued. Solicitation Number
N00164-98-Q-0192 is issued as a Request for Quotation. Solicitation
document and incorporated provisions and clauses are those in effect
through Federal Acquisition Circular 97-04 and Defense Acquisition
Circular 91-13. The Standard Industrial Classification Code for this
procurement is 3548. The size standard is 500 employees. This
requirement is for the procurement of 1 each Ball Grid Array/Surface
Mount Device Rework and Assembly Terminal, Air-Vac Engineering Company
Model #DRS24C.2D, BRAND NAME OR EQUAL; 1 each Custom Work Station,
Air-Vac Part Number AV961, BRAND NAME OR EQUAL; 1 each Solder Removal
System, Air-Vac Part Number 1015.00.011, BRAND NAME OR EQUAL; 1 each
Temperature Probe, Air-Vac Part Number 1012.02.011, BRAND NAME OR
EQUAL, 1 each Multi-Media Package, Air-Vac Part Number 0024.27.010,
BRAND NAME OR EQUAL, and 1 each Adapter, Air-Vac Part Number NSH1,
BRAND NAME OR EQUAL. All above must be from the same manufacturer.
Specifications for the system and accessories is as follows: The Ball
Grid Array /Surface Mount Device Rework and Assembly Terminal must be
capable of precision assembly and Ball Grid Array/Surface Mount Devices
Rework (remove and replace) using interchangeable nozzles, computer
controlled process control and development, and automated and
semi-automated procedures. Process Control requirements at a minimum
must contain: Embedded Pentium computer with a 17 inch SVGA monitor,
keyboard and mouse; Windows 95 operating system with pre-installed
control software including profile library; eight thermocouple
channels; minimum 3 each K type thermocouples; real-time on-machine
thermal profiling and data capture; non-contact IR temperature probe;
sound card/speaker; air/gas closed loop flow control, programmable
air/nitrogen toggle; process limits control; alarm sensing and display;
system security; data logging, reporting, image and profile storing;
adjustable thermal ramp rates; controlled 1000 watt top heater; profile
library. Automation requirements at a minimum must contain Motorized
Z-Axis; motorized vision movement; semi-automatic nozzle change;
automatic pick-up/drop off, placement and removal; force measurement
sensor. The Optical System requirements at a minimum must contain:
Inspection quality stereo microscope with 6.4-40X zoom lens, 45-60
degree viewing angle; 2.0 inch square field of view; polarizing filer;
Z axis LED sensor height control; built-in fiber optics; direct board
level viewing capability; beam-splitter type vision system allowing
top and bottom simultaneous viewing; multi-media high resolution color
camera with 18-108mm zoom lens, PCI multi-media card image on image
viewing on PC monitor, image capture and image disk storage. The
carrier must contain a minimum of linear bearing carrier with fine X/Y
adjustment; 18 inch minimum X 20 inch minimum D board capability;
irregular board shape capability; adjustable board supports, spring
loaded automatic heat expansion adjustment. Six standard nozzles will
be included (nozzle sizes to be determined). Bottom side heater must be
a minimum of 12 inches X minimum of 20 inch diffuser area, 4000 watts
convection heater; two independent temperature control zones. Table --
Custom workstation with anti-static laminate, nozzle storage system,
monitor stand, retractable keyboard holder. Site Solder Removal System
-- Non-contact site solder removal system for pad preparation.
Micro-Stencil -- Micro-stencil adapter to allow on machine stenciling
site preparation. Service Connections -- Electrical 210-240 Vac, 50/60
Hz, single phase, 20 amp -- Air Supply -- 85 -- 90 PSI clean, dry air.
Gas Supply -- 85 -- 90 PSI. This requirement will be negotiated at a
firm fixed price contract and will be awarded utilizing Simplified
Acquisition Procedures. The shipping terms will be F.O.B. destination,
Naval Surface Warfare Center, Crane IN, with inspection/acceptance at
destination. The required delivery is 6 weeks after contract issuance.

to this acquisition. Offerors responding to this announcement must
provide the information contained in 52.212-1, Instruction to Offerors
-- Commercial items and must include a completed copy of provision
52.212-3, Offeror Representations and Certifications -- Commercial
items. The offeror should also provide its Commercial and Government
Entity (CAGE) Code, Contractor Establishment Code and Tax
Identification Number. The Government intends to award to the
responsible contractor whose quotation is the most advantageous to the
Government considering price and price-related factors. The offers
will be evaluated on the following factors: Technical specification
compliance, past performance and price. Technical specification
compliance and past performance are equal, and when taken together are
significantly more important than price. The Contractor shall provide
past performance for same/similar products/specifications with other
Government Agencies, public or local Government for the past three
years. If a change occurs in this requirement, only those offerors that
respond to this announcement within the required time frame will be
provided any changes/ amendments and considered for future discussions
