E-MAIL: Patsy C. Hoffman, patsy.hoffman@msfc.nasa.gov. NASA/MSFC plans to issue a Request for Offer (RFO) in support of the development of replicated optics for the Constellation X Program. Mandrels as follows: High-quality Mandrels from which large grazing-incidence mirrors (0.5-1.0 m diameter) can be replicated. These mandrels will be used to develop shell technologies and the procedures needed to replicate the hundreds of mirror shells required for the Constellation-X mission. The mandrels must meet the following performance requirements stated in this synopsis. Their design must be consistent with use in vacuum coating systems and in plating solutions and must also allow for control of contamination, installation of customer supplied adapters, and negative buoyancy. To permit flexibility in this procurement, MSFC is considering 5 options, as described in this synopsis. Proposals shall include cost and delivery dates for each option. Funding is not currently available for this procurement, MSFC reserves the right to select an appropriate option(s) basedon future funding. DESCRIPTION OF MANDRELS -- 1) Aluminum alloy, sufficiently stable and stress-free to meet requirements. 2) Electroless nickel plating of thickness <200 um unfinished and >75 um finished. 3) Precision figured and polished for 8400-mm focal-length x-ray optics. 4) Equal 300-mm segment lengths (600-mm total length). PERFORMANCE REQUIREMENTS 1) Temperature range: 15 to 74 degrees C, allowing for focal-length adjustment. 2) Figure: Geometric half-power diameter <= 5 arcsec. 3) Finish: Root-mean-square surface roughness < 0.5nm, spatial frequencies>1mm to the -1. OPTIONS FOR MANDRELS 1) Option A: One (1) 0.50-m-diameter mandrel. 2) Option B: One (1) 1.00-m diameter mandrel. 3) Option C: Two (2) 0.50-m-diameter mandrels. 4) Option D: One (1) 0.50-m-diameter mandrel; one (1) 1.00-m-diameter mandrel 5) Option E: Two (2) 0.50-m-diameter mandrels; one (1) 1.00-m-diameter mandrel. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. The SIC Codeand Size Standard are 3827 and 500, respectively. The DPAS Rating for this procurement is DO-C9. The provisions and clauses in the RFO and model contract are those in effect through FAC 97-04. All qualified responsible sources may submit an offer which shall be considered by the agency. The anticipated release date of the RFO is on or about July 17, 1998 with an anticipated offer due date of on or about August 17, 1998. An ombudsman has been appointed -- See Internet Note "B".
